Circular 07/2017/TT-BTP was issued by the Ministry of Justice on July 28, 2017, specifically regulating the assessment of the satisfaction of organizations and individuals in the execution of administrative procedures.
Accordingly, the assessment of the satisfaction of organizations and individuals when carrying out administrative procedures at the communal level is prescribed by Circular 07 as follows:
- Participants in the satisfaction assessment include organizations and individuals who have requested to carry out administrative procedures under the responsibility of the Commune People's Committee and have received the results of resolving administrative procedures in the evaluation year or the year immediately preceding the evaluation year.- The number of participants in the satisfaction assessment annually for each communal unit is guided by the provincial-level People's Committee but must be at least 15% or more of the number of administrative procedures at the communal level that were resolved and returned results in the year immediately preceding the evaluation year.- For communes in the evaluation year that meet the law access standards and also measure satisfaction on the administrative procedure reform index (PAR INDEX), they may integrate the evaluation or use this index result to calculate the score for criterion 5 on "ensuring the satisfaction of organizations and individuals regarding the quality and attitude of service when carrying out administrative procedures" of Criterion 2.- Annually, based on regulations on forms of satisfaction assessment of organizations and individuals when carrying out administrative procedures at the communal level and the actual conditions and requirements of building communes that meet law access standards in the locality, the provincial-level People's Committee guides specific forms and times for organizing satisfaction assessments when carrying out administrative procedures at the communal level.- The Chairman of the Commune People's Committee directs and assigns officials at the Reception and Result Delivery Department of the Commune People's Committee to take the lead, in coordination with Justice - Civil Status officials, in organizing the satisfaction assessment of organizations and individuals when carrying out administrative procedures as follows:
- Propose the objects, the number of objects participating in the satisfaction assessment when carrying out administrative procedures in the commune according to the annual direction of the competent authority stipulated in clauses 1 and 2 of this Article;
- Guide organizations and individuals in conducting satisfaction assessments when carrying out administrative procedures in the commune; summarize, process satisfaction assessment results; prepare a summary table of results according to the form prescribed in Article 3 of this Circular;
- Store records and documents serving the satisfaction assessment of organizations and individuals when carrying out administrative procedures in the commune as prescribed.
- The Commune People's Committee coordinates and facilitates the Vietnamese Fatherland Front of the same level to monitor the satisfaction assessment results of organizations and individuals when carrying out administrative procedures at the communal level.
