To be specific, in Article 4 Circular 90/2013/TT-BTC stipulates the assessment of the implementation of mechanisms and policies for private investment, focusing on analyzing trends and sustainability of the general criteria: total resources and resource structure of the society investment in sectoral and field development; the number of facilities invested from private investment resources; the socio-economic efficiency achieved from these private investment facilities; existing issues, causes, and solutions needed for adjustment. For some sectors with rapid private investment, it is necessary to focus on detailed analysis of causes to make specific recommendations:
- Higher Education: Evaluate the mechanisms and solutions to promote investment resources for the development of scientific research and technology at reputable and experienced universities. The potential for further decentralization of higher education management between the Ministry of Education and Training and other Ministries, agencies, and localities in the direction of granting more autonomy and broader powers to higher education institutions that meet the conditions.
- Science and Technology: Specifically evaluate the conversion of public science and technology organizations to the autonomous mechanism according to the provisions of Decree 115/2005/ND-CP dated September 5, 2005, of the Government of Vietnam, Decree 96/2010/ND-CP dated September 20, 2010, of the Government of Vietnam amending and supplementing Decree 115/2005/ND-CP and Decree 80/2007/ND-CP dated May 19, 2007, of the Government of Vietnam on science and technology enterprises; the mechanism to support potential young research groups, strong research groups from universities, research institutes in technology incubation, forming science and technology enterprises; the potential to form and develop the science and technology market.
