Circular 07/2017/TT-BTP was issued by the Ministry of Justice on July 28, 2017, stipulating the specific regulations on assessing satisfaction in the implementation of commune-level administrative procedures through feedback forms.
According to Circular 07, the regulation for assessing satisfaction using Opinion Poll Forms is implemented as follows:
- The organization of satisfaction assessment using Opinion Poll Forms is conducted multiple times at the end of the month, the end of the quarter, or once every 6 months based on the actual conditions of the locality. However, the subject and number of participants in the assessment must comply with the legal regulations.- In the case of sending or distributing Opinion Poll Forms at the Reception and Result Delivery Section of the People's Committee at the commune level, officials at the Reception and Result Delivery Section are responsible for guiding organizations and individuals to respond fully to the content and requirements of the Opinion Poll Form when receiving dossiers or when delivering administrative procedure results to organizations and individuals. Upon delivering administrative procedure results, officials at the Reception and Result Delivery Section request organizations and individuals to submit the Opinion Poll Form into the ballot box placed at the Reception and Result Delivery Section of the People's Committee at the commune level;- In the case of sending or distributing Opinion Poll Forms through investigation methods, the investigating official is responsible for guiding organizations and individuals to respond fully to the content and requirements of the Opinion Poll Form; collecting, aggregating the Opinion Poll Forms, and fully handing them over to the officials at the Reception and Result Delivery Section of the People's Committee at the commune level for processing and summarizing results according to regulations.
