Evaluation of Local Projects under the Rural Support Program in Vietnam​ - Illustrative Image

According to Article 18 of Circular 07/2016/TT-BKHCN, which stipulates the evaluation and acceptance of projects under the program supporting the application and transfer of scientific and technological advances to promote socio-economic development in rural, mountainous areas, and ethnic minority regions from 2016 to 2025 at the local level in Vietnam as follows:

1. The project manager and the host organization responsible for implementing the project are obliged to submit directly or via postal mail 01 set of original documents and 01 electronic copy (stored on a CD in PDF format without encryption) to the Department of Science and Technology of Vietnam. The submission deadline is at least 10 working days before the end date of project implementation;

2. The evaluation and acceptance dossier for local projects includes: Official Dispatch requesting local evaluation and acceptance by the project hosting organization; final project implementation report according to the regulated template B4.4-BCTK in Appendix IV attached to this Circular; technical application processes of the project; explanatory memorandum and project implementation contract; periodic inspection reports and minutes according to templates B4.1.BCDK and B4.2.BBKTDK in Appendix IV attached to this Circular; model acceptance minutes; expense usage verification minutes by the Expense Management Unit (for projects managed by the central government); financial settlement minutes or expense usage verification minutes by the Department of Science and Technology of Vietnam (for projects authorized for local management); report on mobilization and usage of counterpart funds from the local budget, other sources (if any);

3. The advisory council evaluates and accepts the project results according to the signed contract contents. The council meeting is organized within 30 days from the council establishment decision date. The procedure and sequence for local evaluation and acceptance comply with the current regulations on evaluating and accepting scientific and technological tasks of the province, city.

4. Handling of local evaluation results

- Projects rated “pass”: For projects authorized for local management, the Department of Science and Technology of Vietnam will complete procedures to recognize the results and send the decision to the Ministry of Science and Technology; for centrally managed projects, within 30 working days from local acceptance, the leading organization submits directly or via postal mail the official dispatch along with the dossier requesting evaluation and acceptance to the Ministry of Science and Technology for official acceptance as regulated.

- Projects rated "fail": For projects authorized for local management, the Department of Science and Technology of Vietnam handles the results according to the province, city regulations; for centrally managed projects: The provincial, city scientific and technological acceptance council determines the completed tasks and reasons for unfinished tasks based on the contract as a basis for the Ministry of Science and Technology to consider and handle as regulated.
