On December 25, 2012, the Ministry of Education and Training of Vietnam issued Circular 56/2012/TT-BGDDT to promulgate regulations on the management of bilateral international cooperation tasks in science and technology at the ministerial level of MOET.

According to Article 17 of the Management of bilateral international cooperation tasks in science and technology at the ministerial level of the Ministry of Education and Training of Vietnam promulgated together with Circular 56/2012/TT-BGDDT, the results of implementing bilateral international cooperation tasks are assessed and accepted at two levels: assessment at the grassroots level and assessment and acceptance at the ministerial level. In case the bilateral international cooperation task is carried out in multiple stages, the next stage task will be considered for continuation by the Ministry of Education and Training if the task acceptance result of the previous stage is evaluated as "Fair" or above by the ministerial-level assessment and acceptance council.
After completing the research content, the task chairperson submits to the science and technology office (department) of the leading agency a final report on the task and the products, documents according to the contract, to organize the evaluation of the task results at the grassroots level. The grassroots level evaluation is carried out according to Circular 12/2010/TT-BGDDT dated March 29, 2010, of the Minister of Education and Training of Vietnam. The evaluation criteria are implemented according to the regulations (Form 13 Appendix I). The minutes of the grassroots level assessment council meeting are made according to Form 14 Appendix I. The grassroots level assessment council concludes the evaluation of bilateral international cooperation tasks at two levels: "Satisfactory" or "Unsatisfactory".
- For tasks evaluated at the grassroots level as "Satisfactory":- The task chairperson completes the dossier according to the conclusions of the grassroots level assessment council.- The leading agency checks the corrections of the task chairperson according to the council's conclusions and carries out procedures to propose ministerial-level acceptance assessment.
- For tasks evaluated as "Unsatisfactory," the leading agency reports the grassroots level assessment results to the Ministry of Education and Training and proceeds with contract termination procedures.
