The Ministry of Finance issued Circular 129/2017/TT-BTC on December 04, 2017, stipulating in detail the scoring scale for evaluating the results of practicing thrift and combating waste.
Accordingly, Circular 129 stipulates that the assessment of results in practicing thrift and combating wastefulness in regular expenditure is determined across three areas with a maximum score of 100 points. To be specific, as follows:
- Results of thrift on specific indicators in regular expenditure: Maximum score is 70 points;
- Results of thrift in the regular spending budget that has been implemented under the autonomy regime for public service providers and results of thrift in administrative management costs assigned to implement autonomous policies for state agencies according to the financial mechanism regulated by the Government of Vietnam, the Prime Minister of the Government of Vietnam (excluding the savings used for wage reform): Maximum score is 30 points;
- Evaluation of the implementation of norms, standards, and policies in regular expenditure (deducted points).
Simultaneously, Circular 129 also stipulates that budget-using units, such as state agencies and public service providers, are responsible for assessing the results of practicing thrift and combating wastefulness in their regular expenditure (for state agencies) and submit to their direct superior managing agencies for aggregation and scoring on the criterion "Results of practicing thrift and combating wastefulness in regular expenditure of directly subordinate budget-using units" of the superior managing agency.
