On January 11, 2025, the Ministry of Home Affairs of Vietnam released Report 219/BC-BNV supplementing and completing the plan for streamlining the organizational structure of the Government of Vietnam.

Based on the requirements of the Politburo meeting on January 10, 2025, the Central Committee will meet on January 23-24, 2025. It is expected that the National Assembly will hold a session from February 12-17, 2025. The Ministry of Home Affairs of VIetnam will report to the Steering Committee to direct Ministries and sectors to implement and complete the following issues:

(1) Based on the plan for streamlining the organizational structure of the Government of Vietnam stated in Section III of Report 219/BC-BNV in 2025, the Ministries, ministerial-level agencies, and agencies under the Government of Vietnam are requested to complete the structural scheme, merger, unification, and streamlining of their internal organizations (with draft decrees stipulating functions, tasks, powers, and organizational structures of their Ministries and sectors) and submit them to the Ministry of Home Affairs before January 15, 2025.

(2) For 06 ministries and sectors: Office of the Government of Vietnam, Vietnam Television, Vietnam News Agency, Voice of Vietnam, Vietnam Academy of Social Sciences, Vietnam Academy of Science and Technology: It is proposed that the aforementioned agencies actively submit to the Government of Vietnam (or submit to the sector management Ministry to submit to the Government of Vietnam for agencies under the Government of Vietnam: Ministry of Science and Technology to submit the decrees of the 02 Academies, Ministry of Information and Communications to submit the decrees of the 02 broadcasting companies and Vietnam News Agency) draft decrees stipulating the functions, tasks, powers, and organizational structures of their agencies for the Government of Vietnam to promulgate and promptly announce before January 20, 2025.

(3) For the remaining 14 Ministries and sectors, including: Ministry of Finance (after merger); Ministry of Construction (after merger); Ministry of Agriculture and Environment; Ministry of Science and Technology (after merger); Ministry of Home Affairs (after merger); Ministry of Ethnic and Religious Affairs; Ministry of Industry and Trade; Ministry of Justice; Ministry of Culture, Sports, and Tourism; Ministry of Foreign Affairs; Ministry of Education and Training; Ministry of Health; State Bank of Vietnam; Government Inspectorate: It is suggested that the Ministries and ministerial-level agencies mentioned above actively complete the draft decrees stipulating the functions, tasks, powers, and organizational structures of their agencies, submit them to the Government of Vietnam for issuance immediately after the Central Committee of the Communist Party has a conclusion to promptly follow the extraordinary National Assembly session (expected from February 12-17, 2025), the Government of Vietnam will announce the decrees.

(4) For the Ministry of Public Security, Ministry of National Defense: Follow the directives of the Politburo.

(5) The Ministry of Finance is requested to urgently complete the dossier for amending and supplementing the Law on Management and Use of State Capital Invested in Enterprise Production and Business, report to the Government of Vietnam for submission to the National Assembly for consideration and approval at the mid-February 2025 session.

Transfer of some functions, tasks, and organizational structures in Vietnam

- Transfer the function, task, and state management organization of press from the Ministry of Information and Communications to the Ministry of Culture, Sports, and Tourism.

- Transfer the function, task, and state management organization of poverty reduction from the Ministry of Labor - Invalids and Social Affairs to the Ministry of Agriculture and Environment.

- Adjust the functions and tasks of the Institute for Strategic and Policy Studies on Economy - Finance, excluding the functions and tasks of the Institute for Central Economic Management Research (as decided by the Politburo to transfer this Institute to the Central Committee for Policy and Strategy).

- End the activities of the Committee for Management of State Capital in Enterprises; transfer the 18 corporations currently managed by the Committee for Management of State Capital to the Ministry of Finance for management; transfer the Mobifone Telecommunications Corporation to the Ministry of Public Security for management (the Party organization of the Corporation will be transferred to the Central Public Security Party Committee).
