Circular 25/2019/TT-BQP was enacted by the Ministry of National Defense to stipulate policies for providing allowances to individuals in the Army performing duties related to citizen reception, complaint handling, denunciation, petitions, and feedback.
the preparation of estimates, execution, and settlement of the budget for allowances for individuals tasked with receiving citizens, handling complaints, and denunciations as specified in the Decision is carried out as follows:
- The funding assurance policies for allowances are included in the annual national defense budget estimates of agencies and units and are accounted for in Section 6100, Sub-section 6149, Item 40, Sector 00 "Allowances for citizen reception, handling of petitions."- Enterprises, public service providers, and business accounting and service facilities within the military can apply the allowance policies to their operations and account for them in their operational, production, business, and service costs.- Agencies and units assigned the duty of citizen reception, handling complaints, denunciations, suggestions, and reflections are responsible for monitoring, fully recording the content and number of days of citizen reception, handling complaints, denunciations, suggestions, and reflections at the office or citizen reception locations, and preparing detailed logs.
