Recently, the Ministry of Public Security issued Circular 65/2011/TT-BCA stipulating regulations on project management, construction bidding within the People's Public Security.

As stipulated in Circular 65/2011/TT-BCA, the content of the estimate to carry out investment, construction tendering projects within the People's Public Security must ensure the following basic requirements:
- The works included in the estimate must be applied correctly and sufficiently according to the norms stipulated in Article 13 of Decree 112/2009/ND-CP and the basic construction unit prices of the locality. For tasks for which the unit prices are not listed in the local unit price norms, the unit prices must be established based on the price announcements issued by the local Department of Construction - Finance, quotations from suppliers, or the prices applied to projects in adjacent areas that have been approved by competent authorities;
- The total value of the construction project cost estimate and the cost estimate value of project items must be accurately and fully calculated for all expenses;
- The content of the costs within the total project cost estimate and the cost estimate value of project items must conform to the content of investment costs as per the approval decision of the project or the technical-economic report;
- The total project cost estimate must not exceed the approved total investment capital;
- In cases where the project includes transportation costs for materials and supplies, for each type of material and supply, the following must be clearly indicated: transportation method, transportation distance, transportation unit price, freight class, adjustment coefficients for freight class, type of road and weight coefficient, lifting and lowering coefficient (applied to transport by truck), type of river and transportation means (applied to transport by waterway).
