The Prime Minister of Vietnam established the Central Highlands Coordinating Council to renew the regional coordination mechanism, promote the region's socio-economic development for rapid and sustainable development, protect the environment, and ensure national defense and security.

Decision 827/QD-TTg in 2023 on the establishment of the Central Highlands Coordinating Council issued by the Prime Minister of Vietnam.
Regional Coordinating Council is an interdisciplinary coordination organization established by decision of the Prime Minister; perform the function of assisting the Prime Minister in researching, directing, coordinating, and solving important and interdisciplinary tasks on regional linkage and sustainable development in the Central Highlands.
Vietnam Central Highlands Coordinating Council includes:
- Chairman of the Council: Deputy Prime Minister Tran Luu Quang;
- Standing Vice Chairman: Minister of Planning and Investment;
- Vice President: Minister of Transport;
- Vice President: Minister of Agriculture and Rural Development;
- Vice President: Minister of Natural Resources and Environment;
- Vice Chairman: Minister, Chairman of the Committee for Ethnic Minority Affairs.
- Members:
+ Deputy ministers and equivalents of ministries and ministerial-level agencies: Planning and Investment, Industry and Trade, Finance, Construction, Science and Technology, Education and Training, Health, Culture, Sports and Tourism, Labor - Invalids and Social Affairs, Diplomacy, National Defense, Public Security, Information and Communication, Government Inspectorate, Government Office;
+ Chairman of the People's Committees of the Provinces: Dak Lak, Dak Nong, Gia Lai, Kon Tum, and Lam Dong.
The Regional Coordinating Council may establish sub-committees to act as focal points for coordination by sectors, fields, or sub-regions. The sub-committee is organized and operates under the part-time regime prescribed by the Chairman of the Regional Coordinating Council.
The advisory and assisting apparatus of the Regional Coordinating Council, ministries, and provincial People's Committees includes:
Office of Regional Coordinating Council, Ministerial Coordination Team, Provincial Coordinating Team, and Advisory Group.
The Ministry of Planning and Investment is the standing body of the Regional Coordinating Council, using the assisting apparatus to perform the tasks of the Regional Coordinating Council. The Ministry of Planning and Investment was allowed to set up the Office of the Regional Coordinating Council. The civil servant payroll of the Office of the Regional Coordinating Council belongs to the civil servant payroll of the Ministry of Planning and Investment and operates under the part-time regime.
Tasks and powers of the Central Highlands Coordinating Council in Vietnam
- Researching and proposing to the Prime Minister directions, solutions, mechanisms, and policies to implement the objectives and tasks in Resolution 23-NQ/TW in 2022 of the Politburo on the direction of socio-economic development and assurance of national defense and security in the Central Highlands until 2030, with a vision to 2045; assisting the Prime Minister in directing, regulating, coordinating, urging, and guiding the implementation of objectives, tasks, programs, projects, and regional linkage activities, ensuring synchronous, consistent, and effective implementation, in accordance with the provisions of law and the planning approved by the competent authority.
- Coordinating activities of formulation, adjustment, and implementation of national planning, regional planning, and provincial planning in the region in the period of 2021–2030, with a vision to 2050.
- Researching and proposing institutions, mechanisms, and policies for sustainable development in the Central Highlands; promoting regional and sub-regional linkages; ensuring that regulations, mechanisms, and policies on regional and sub-regional linkages are implemented synchronously, consistently, effectively, and with discipline.
- Organizing investment promotion activities, mobilizing resources, and attracting investment; coordinating the use of public investment capital to direct and lead non-state investment resources (FDI, corporate capital, and private capital); promoting investment under the mode of public-private partnership (PPP) in developing strategic, urgent, and important infrastructure in the region.
- Coordinating activities for synchronous development of the socio-economic infrastructure system, in which priority is given to the transport infrastructure system. Research on the formation of a regional infrastructure development fund.
- Guiding and supporting localities in the region to solve inter-provincial and city-related issues that are not within the jurisdiction of localities in the region.
- Coordinating with other regions in socio-economic development cooperation between regions.
- Performing the tasks of coordinating joint activities at regional and sub-regional levels, with specific characteristics of the region (from two localities or more) in accordance with law assigned by the Prime Minister.
- Coordinating central ministries and branches in coordinating the use of labor, supporting job introduction, cooperating in arranging labor resources, and handling labor disputes (if any).
- Promoting and supporting the formation and development of business associations, industry associations, alliances, and cooperative alliances in the whole region.
- Deciding on the use of financial and other resources assigned to perform the functions, tasks, and powers of the Regional Council.
- Other tasks and powers assigned by the Prime Minister in accordance with law.
