Regarding this issue, LawNet would like to answer as follows:

On October 6, 2023, the Prime Minister issued Decision 1160/QD-TTg to establish the Steering Committee for developing the Regional and International Financial Center Project.

Establishment of the Steering Committee to develop the Regional and International Financial Center Project in Vietnam

The Prime Minister decided to establish a Steering Committee to develop the Regional and International Financial Center Project (hereinafter referred to as the Steering Committee) to advise the Government and the Prime Minister to research, direct and coordinate to solve important, interdisciplinary tasks in the process of building the Regional and International Financial Center Project.

In particular, members of the Steering Committee for developing the Regional and International Financial Center Project include:

(1) Head of the Committee: Comrade Le Minh Khai, Deputy Prime Minister.

(2) Deputy Head of the Committee: Comrade Nguyen Chi Dung, Minister of Planning and Investment.

(3) The Commissioners include:

- Comrade Nguyen Thi Bich Ngoc, Deputy Minister of Planning and Investment, Standing Member.

- Comrade Nguyen Duc Chi, Deputy Minister of Finance.

- Comrade Phan Thi Thang, Deputy Minister of Industry and Trade.

- Comrade Vu Hai San, Deputy Minister of National Defense.

- Comrade Luong Tam Quang, Deputy Minister of Public Security.

- Comrade Pham Duc Long, Deputy Minister of Information and Communications.

- Comrade Tran Quy Kien, Deputy Minister of Natural Resources and Environment.

- Comrade Dang Hoang Oanh, Deputy Minister of Justice.

- Comrade Pham Tien Dung, Deputy Governor of the State Bank of Vietnam.

- Comrade Mai Thi Thu Van, Deputy Head of the Government Office.

- Comrade Phan Van Mai, Chairman of Ho Chi Minh City People's Committee.

- Comrade Ho Ky Minh, Standing Vice Chairman of the People's Committee of Da Nang city.

Working regime of the Steering Committee for developing the Regional and International Financial Center Project in Vietnam

The Steering Committee for Developing the Regional and International Financial Center Project has the following working regime:

- The Steering Committee works on a part-time basis, promoting the responsibilities of the Head of the Steering Committee and each member of the Steering Committee in researching, proposing directions, tasks, and solutions for construction and implementing the Regional and International Financial Center Project, ensuring feasibility, effectiveness, and suitability with the practical situation to maximize the potential and advantages of Vietnam in general and Ho Chi Minh City and Da Nang City in particular. The Head of the Steering Committee issues a Decision on the Steering Committee's operating regulations.

- The Head of the Steering Committee has the powers and responsibilities as prescribed in Clause 1, Article 16 of the Regulations on the establishment, organization, and operation of inter-sectoral coordination organizations issued together with the Steering Committee according to Decision 34/2007/QD-TTg in 2007.

Head of the Steering Committee for the use of the Prime Minister's seal, Deputy Head of the Steering Committee for the use of the seal of the Ministry of Planning and Investment.

-The Ministry of Planning and Investment is the standing agency of the Steering Committee, with responsibilities as prescribed in Clause 1, Article 15 of the Regulations on the establishment, organization, and operation of inter-sectoral coordination organizations issued together with Decision 34/2007/QD-TTg.

At the same time, responsible:

+ Synthesize opinions, suggestions, and recommendations of ministries, agencies, and localities;

+ Prepare content and documents for meetings of the Steering Committee;

+ Preside over the development of draft reports, proposals, and recommendations of the Steering Committee to report to the Prime Minister periodically and irregularly as required;

+ Carry out tasks as assigned and requested by the Prime Minister and the Head of the Steering Committee.

- The Minister of Planning and Investment establishes and promulgates the Working Regulations of the Working Group to assist the Steering Committee; Deputy Minister of Planning and Investment serves as Head of the Working Group; Working Group members are department-level leaders of relevant ministries, agencies and localities.

- Steering Committee members exercise powers and responsibilities as prescribed in Article 17 of the Regulations on the establishment, organization, and operation of inter-sectoral coordination organizations issued together with Decision 34/2007/QD-TTg.

At the same time, taking responsible for:

+ For members of the Steering Committee who are leaders of ministries and central agencies: preside and coordinate with relevant agencies, localities, and organizations to research and evaluate the impact of proposed mechanisms and policies, synthesize proposed contents, and make recommendations to the Steering Committee;

+ For Steering Committee members who are local leaders: preside and coordinate with relevant ministries, branches, and agencies to research and propose mechanisms and policies consistent with the practical situation and local policies, orientations, and development plans approved by competent authorities.

- The Steering Committee will self-dissolve after completing its tasks.
