On November 22, 2023, the Prime Minister issued Decision 1447/QD-TTg on the establishment of the State Steering Committee for important national and key programs, works, and projects in the energy sector.

Establishment of the State Steering Committee for key projects in the energy sector in Vietnam

Specifically, the composition of the State Steering Committee for important national programs, works, and projects in the energy sector (referred to as the Steering Committee) is as follows:

1. Head of the Committee: Deputy Prime Minister Tran Hong Ha.

2. Standing Deputy Head: Mr. Nguyen Hong Dien, Minister of Industry and Trade.

3. Deputy Head of the Committee: Mr. Nguyen Hoang Anh, Chairman of the Committee for Management of State Capital at Enterprises.

4. Standing Member: Deputy Minister of Industry and Trade (in charge of energy sector).

5. The Commissioners include:

- Leaders of the Ministry of Planning and Investment;

- Leaders of the Ministry of Science and Technology;

- Leaders of the Ministry of Transport;

- Leaders of the Ministry of Agriculture and Rural Development;

- Leaders of the Ministry of Information and Communications;

- Leaders of the State Bank of Vietnam;

- Leaders of the Ministry of Natural Resources and Environment;

- Leaders of the Ministry of Finance;

- Leaders of the Ministry of Foreign Affairs;

- Leaders of the Ministry of Construction;

- Leader of the Government Office;

- Leaders of the Ministry of Justice;

- Leaders of the Ministry of Public Security;

- Leaders of the Ministry of National Defense;

- Invite 01 leader of the National Assembly's Science, Technology, and Environment Committee;

- Chairman of the People's Committees of provinces and centrally run cities that have important national works and projects, key energy sectors in the area, or have works, important national and key projects in the energy industry pass through;

- Chairman of the Board of Members, General Director of Vietnam Electricity Group;

- Chairman of the Board of Members, General Director of Vietnam Oil and Gas Group;

- Chairman of the Board of Members, General Director of Vietnam Coal and Mineral Industry Group;

Ministries, agencies, localities, and economic corporations are responsible for appointing leadership representatives to be members of the Steering Committee and sending it to the Ministry of Industry and Trade for synthesis.

Depending on the actual situation, the Head of the Steering Committee can invite additional leaders of a number of ministries, branches, and agencies to participate as members of the Steering Committee or request leaders of ministries, branches, agencies, and localities to attend the meeting and report on necessary issues. set.

Duties and powers of the State Steering Committee for key projects in the energy sector in Vietnam

- The State Steering Committee for important national programs, works, and projects in the energy sector has the following tasks and powers:

- Research and propose to the Prime Minister directions and solutions to solve important inter-sectoral issues to accelerate the progress of important national and key programs, works, and projects in the energy sector.

- Help the Prime Minister direct, inspect, coordinate, and urge relevant ministries, branches, and localities to carry out investment tasks, develop programs and works, important national projects, and key energy sector projects in accordance with resolutions of the National Assembly, the Government and the decisions and guiding documents of the Prime Minister.

- Assist the Prime Minister in urging and directing the implementation of important national and key energy sector programs, works, and projects according to regulations; Direct relevant ministries, branches, and localities to carry out the following tasks:

+ Organize the implementation of plans to deploy works and projects according to assigned functions and tasks; coordinate closely and effectively in advising and proposing solutions and measures to implement works and projects; promptly report difficulties and problems beyond authority and propose solutions for the Prime Minister to consider and decide.

+ Direct, inspect, and urge investors of works, projects, consulting organizations, and contractors to carry out the tasks identified in the approved Planning and Plans, investment policy of works, projects, or approval decisions of each component project to ensure construction progress and quality of works.

+ Direct and urge the resolution, according to authority, of difficulties and problems related to site clearance of important national works and projects and key energy sectors.

+ Direct and urge relevant agencies, organizations, and units to implement tasks, projects, and key projects under the Program for economical and efficient use of Energy, which was approved by the Prime Minister in Decision 280/QD-TTg dated March 13, 2019.

- List of programs, works, projects of national importance, key energy sectors, and projects under the direction of the Steering Committee proposed by the Ministry of Industry and Trade and submitted to the Prime Minister for approval in accordance with the requirements of each stage.
