This is a noteworthy content in Decree 125/2006/ND-CP on adjusting administrative boundaries, establishing communes and commune-level towns in the districts of Ha Quang, Bao Lam, and Ha Lang, Cao Bang province in Vietnam.

Decree 125/2006/ND-CP stipulates the establishment of Thach Lam Commune and Nam Cao Commune in Bao Lam District, Cao Bang Province as follows:
1. Establish Thach Lam Commune in Bao Lam District on the basis of adjusting 8,774 hectares of natural area and 3,897 inhabitants of Quang Lam Commune.
- Thach Lam Commune has 8,774 hectares of natural area and 3,897 inhabitants;
- Administrative boundaries of Thach Lam Commune: the East adjoins Nam Quang Commune and Tan Viet Commune; the West adjoins Quang Lam Commune; the South adjoins Quang Lam Commune; the North adjoins Nam Cao Commune and Yen Minh District, Ha Giang Province.
2. Establish Nam Cao Commune in Bao Lam District on the basis of adjusting 7,507 hectares of natural area and 2,587 inhabitants of Nam Quang Commune.
- Nam Cao Commune has 7,507 hectares of natural area and 2,587 inhabitants;
- Administrative boundaries of Nam Cao Commune: the East adjoins Ly Bon Commune; the West adjoins Thach Lam Commune and Yen Minh District, Ha Giang Province; the South adjoins Nam Quang Commune and Thach Lam Commune; the North adjoins Yen Minh District, Ha Giang Province.
