On April 21, 2006, the Government of Vietnam issued Decree 39/2006/ND-CP regarding the adjustment of administrative boundaries to establish communes under the districts of Chu Se, Kong Chro, Dak Doa, Ia Grai, and KBang in Gia Lai province.

Decree 39/2006/ND-CP adjusts administrative boundaries to establish Ia BLu Commune in Chu Se District, Gia Lai Province in Vietnam as follows:
- Establishment of Ia BLu Commune in Chu Se District based on 19,114.50 hectares of natural area and 4,688 inhabitants of Ia Le Commune;
- Ia BLu Commune to encompass 19,114.50 hectares of natural area and 4,688 inhabitants;
- Administrative boundaries of Ia BLu Commune: East borders with Ia Le Commune; West borders with Chu Prong District; South borders with Dak Lak Province; North borders with Ia Ko, Ia Phang, and Nhon Hoa Communes;
- After the boundary adjustment to establish Ia BLu Commune, Ia Le Commune will retain 12,456.50 hectares of natural area and 7,195 inhabitants.
Simultaneously, establishment of Dak Po Pho Commune in Kong Chro District based on 5,305 hectares of natural area and 2,054 inhabitants of Yang Trung Commune in Vietnam.
- Dak Po Pho Commune to encompass 5,305 hectares of natural area and 2,054 inhabitants;
- Administrative boundaries of Dak Po Pho Commune: East borders with Yang Trung Commune; West borders with Mang Yang District; South borders with Cho Long Commune; North borders with Chu Krey and An Trung Communes;
- After the boundary adjustment to establish Dak Po Pho Commune, Yang Trung Commune will retain 4,700 hectares of natural area and 2,185 inhabitants.
