On August 1, 2008, the Government of Vietnam promulgated Decree 86/2008/ND-CP regarding the establishment of Ham Tan commune and Dinh An commune-level town in Tra Cu district.

Decree 86/2008/ND-CP prescribes the establishment of Ham Tan commune and Dinh An commune-level town in Tra Cu district in Vietnam as follows:
- Establishment of Ham Tan commune in Tra Cu district based on the adjustment of 2,098 hectares of natural area and 7,759 inhabitants from Ham Giang commune. Administrative boundaries of Ham Tan commune: East borders Ham Giang commune; West borders Hau River; South borders Dai An commune and Dinh An commune; North borders Thanh Son commune.
- Establishment of Dinh An commune-level town in Tra Cu district based on the adjustment of 403.86 hectares of natural area and 5,444 inhabitants from Dinh An commune. Administrative boundaries of Dinh An commune-level town: East borders Dai An commune; West borders Dinh An commune; South borders Nguyen Van Pho canal, Long Vinh commune, Duyen Hai district; North borders Dai An commune and Dinh An commune.
After adjusting the administrative boundaries: Tra Cu district has 36,965.77 hectares of natural area and 166,726 inhabitants, with 19 administrative units including the communes: An Quang Huu, Luu Nghiep Anh, Dai An, Don Chau, Don Xuan, Long Hiep, Tan Hiep, Ngai Xuyen, Ngoc Bien, Thanh Son, Kim Son, Tap Son, Tan Son, Phuoc Hung, Dinh An, Ham Giang, Ham Tan, and the commune-level towns of Tra Cu and Dinh An.
