April 06, 2007, the Government of Vietnam issued Decree 56/2007/ND-CP regarding the establishment of Hai Hoa ward and Hai Yen ward under the district-level town of Mong Cai, Quang Ninh province in Vietnam.

Decree 56/2007/ND-CP stipulates the establishment of Hai Hoa ward and Hai Yen ward under district-level town Mong Cai, Quang Ninh province in Vietnam as follows:
1. Establish Hai Hoa ward on the basis of the entire natural area of 3,891.52 ha and a population of 8,452 from Hai Hoa commune.
- Hai Hoa ward has a natural area of 3,891.52 ha and a population of 8,452.
- Administrative boundaries of Hai Hoa ward: East borders Tra Co ward; West borders Tran Phu ward; South borders Hai Xuan commune; North borders the People's Republic of China.
2. Establish Hai Yen ward on the basis of the entire natural area of 4,464.3 ha and a population of 6,086 from Hai Yen commune.
- Hai Yen ward has a natural area of 4,464.3 ha and a population of 6,086.
- Administrative boundaries of Hai Yen ward: East borders Ninh Duong ward; West borders Hai Dong commune; South borders the sea; North borders Bac Son commune and the People's Republic of China.
After the establishment of Hai Hoa ward and Hai Yen ward, the district-level town Mong Cai has 17 administrative units, including wards: Hoa Lac, Ka Long, Tran Phu, Tra Co, Ninh Duong, Hai Hoa, Hai Yen and communes: Hai Son, Bac Son, Quang Nghia, Hai Tien, Hai Dong, Van Ninh, Hai Xuan, Binh Ngoc, Vinh Trung, Vinh Thuc.
