On April 5, 2007, the Government of Vietnam issued Decree 54/2007/ND-CP regarding the adjustment of administrative boundaries of communes and wards; the establishment of wards and commune-level towns in Hai An, Le Chan, Kien An districts, and An Lao district, Hai Phong city.

Decree 54/2007/ND-CP adjusts the administrative boundaries of communes and wards and establishes Dong Hai 1 and Dong Hai 2 Wards under Hai An District, Hai Phong City as follows:
1. Establishment of Dong Hai 1 Ward under Hai An District based on the adjustment of 1,548 hectares of natural area and 12,884 inhabitants from Dong Hai Ward.
- Dong Hai 1 Ward has a natural area of 1,548 hectares and a population of 12,884.- Administrative boundaries of Dong Hai 1 Ward: East borders with Thuy Nguyen District and Quang Ninh Province; West borders with Dang Lam Ward and Ngo Quyen District; South borders with Dong Hai 2 Ward and Dang Hai Ward; North borders with Ngo Quyen District.
2. Establishment of Dong Hai 2 Ward under Hai An District based on the remaining 4,491.87 hectares of natural area and 9,135 inhabitants from Dong Hai Ward.
- Dong Hai 2 Ward has a natural area of 4,491.87 hectares and a population of 9,135.- Administrative boundaries of Dong Hai 2 Ward: East borders with Cat Hai District and Quang Ninh Province; West borders with Dang Hai Ward; South borders with Nam Hai Ward and Trang Cat Ward; North borders with Dong Hai 1 Ward.
