April 8, 2008, the Government of Vietnam issued Decree 41/2008/ND-CP on the adjustment of administrative boundaries of communes, the establishment of communes, commune-level towns under the districts of Than Uyen, Tam Duong, Muong Te district.

Decree 41/2008/ND-CP prescribes the establishment of communes, commune-level towns in Than Uyen district, Tam Duong district, Muong Te district as follows:
- Establishment of Trung Dong commune in Than Uyen district based on the adjustment of 6,188 hectares of natural area and a population of 3,975 from Than Thuoc commune.- Establishment of Hua Na commune in Than Uyen district based on the adjustment of 2,555.40 hectares of natural area and a population of 2,529 from Na Cang commune.- Establishment of Muong Cang commune in Than Uyen district based on the remaining 4,309.60 hectares of natural area and a population of 5,362 from Na Cang commune.- Establishment of Giang Ma commune in Tam Duong district based on the adjustment of 3,671.60 hectares of natural area and a population of 2,877 from Ho Thau commune.- Establishment of Nam Manh commune in Muong Te district based on the adjustment of 16,470.30 hectares of natural area and a population of 2,032 from Nam Hang commune.- Establishment of Tan Uyen commune-level town in Than Uyen district based on the entire 7,094.91 hectares of natural area and a population of 5,156 of the former Than Uyen Farm commune-level town; and a population of 2,567 from Than Thuoc commune.
