On December 03, 2007, the Government of Vietnam issued Decree 176/2007/ND-CP adjusting the administrative boundaries of communes; establishing communes and commune-level towns in Bac Binh District and Ham Tan District, Binh Thuan Province in Vietnam.

Decree 176/2007/ND-CP adjusts the administrative boundaries of communes; establishes communes, commune-level towns under Bac Binh District, Ham Tan District, Binh Thuan Province in Vietnam as follows:
1. Adjust the administrative boundaries of Luong Son Commune under Bac Binh District
- Adjust 4,232.95 hectares of natural area of Luong Son Commune to Hoa Thang Commune for management;
- Adjust 5,975.87 hectares of natural area and 355 inhabitants of Luong Son Commune to Song Binh Commune for management.
2. Establish Luong Son commune-level town under Bac Binh District based on 2,992.69 hectares of natural area and 13,843 remaining inhabitants of Luong Son Commune.
- Luong Son Town has 2,992.69 hectares of natural area and 13,843 inhabitants.- The administrative boundary of Luong Son Town: East borders with Phan Thanh Commune, Hong Thai Commune; West borders with Song Luy Commune; South borders with Hoa Thang Commune; North borders with Song Binh Commune.
3. Establish Thang Hai Commune under Ham Tan District based on the adjustment of 9,898 hectares of natural area and 6,062 inhabitants of Tan Thang Commune.
- Thang Hai Commune has 9,898 hectares of natural area and 6,062 inhabitants.- The administrative boundary of Thang Hai Commune: East borders with Tan Thang Commune; West borders with Ba Ria - Vung Tau Province; South borders with the East Sea; North borders with Dong Nai Province.
4. Establish Tan Nghia commune-level town under Ham Tan District based on the entire 5,520 hectares of natural area and 12,679 inhabitants of Tan Nghia Commune.
- Tan Nghia Town has 5,520 hectares of natural area and 12,679 inhabitants.- The administrative boundary of Tan Nghia Town: East borders with Song Phan Commune, Ham Tan District, Tan Binh Commune, La Gi District-level Town; West borders with Tan Phuc Commune, Ham Tan District; South borders with Tan Ha Commune, Ham Tan District; North borders with Song Phan Commune, Ham Tan District.
Thus, after adjusting the administrative boundaries:
- Hoa Thang Commune has 23,653.45 hectares of natural area and 6,924 inhabitants;- Song Binh Commune has 12,445.15 hectares of natural area and 4,004 inhabitants;- Tan Thang Commune remains 11,163 hectares of natural area and 9,610 inhabitants.
Bac Binh District has 182,533.20 hectares of natural area and 121,665 inhabitants, with 18 affiliated administrative units, including the communes: Hoa Thang, Song Binh, Phan Thanh, Hai Ninh, Phan Hiep, Binh Tan, Phan Hoa, Phan Ri Thanh, Song Luy, Phan Son, Binh An, Hong Thai, Phan Tien, Hong Phong, Phan Lam, Phan Dien and the commune-level towns: Cho Lau, Luong Son.
Ham Tan District has 73,856 hectares of natural area and 73,082 inhabitants, with 10 affiliated administrative units, including the communes: Tan Phuc, Tan Duc, Song Phan, Tan Ha, Tan Xuan, Son My, Tan Thang, Thang Hai and the commune-level towns Tan Nghia, Tan Minh.
