Decree 39/2008/ND-CP stipulates the establishment of commune-level towns and wards in the districts: Me Linh, Lap Thach, and district-level town Phuc Yen as follows:

- Establish commune-level town Chi Dong in Me Linh district by adjusting 486 ha of natural area and 9,861 inhabitants from Quang Minh commune.- Establish commune-level town Quang Minh in Me Linh district by incorporating 889.6 ha of natural area and 19,126 remaining inhabitants of Quang Minh commune.- Establish commune-level town Hoa Son in Lap Thach district by adjusting 481.57 ha of natural area and 6,730 inhabitants from Lien Son; 3.47 ha of natural area and 200 inhabitants from Thai Hoa commune.- Establish commune-level town Tam Son in Lap Thach district by incorporating the entire 376 ha of natural area and 7,655 inhabitants of Tam Son commune.- Establish Dong Xuan ward in district-level town Phuc Yen by adjusting 339.76 ha of natural area and 14,217 inhabitants from Xuan Hoa ward.
