On January 16, 2007, the Government of Vietnam issued Decree 10/2007/ND-CP on the establishment of Cao Lanh city in Dong Thap province in Vietnam.

Decree 10/2007/ND-CP regulates the establishment of Cao Lanh city under Dong Thap province based on the entire natural area, population, and subordinate administrative units of the district-level town of Cao Lanh in Vietnam. To be specific:
- Cao Lanh city has a natural area of 10,719.54 hectares and a population of 149,837, with 15 administrative units, including the wards: 1, 2, 3, 4, 6, 11, Hoa Thuan, My Phu and the communes: My Tan, Hoa An, Tinh Thoi, Tan Thuan Dong, Tan Thuan Tay, My Tra, My Ngai.
- The administrative boundaries of Cao Lanh city: to the North and East borders Cao Lanh district; to the South borders Lap Vo district, Dong Thap province; to the West borders Cho Moi district, An Giang province in Vietnam.
- Dong Thap province has 11 district-level administrative units, including the districts: Cao Lanh, Chau Thanh, Hong Ngu, Lai Vung, Lap Vo, Tam Nong, Tan Hong, Thanh Binh, Thap Muoi, district-level town Sa Dec, and Cao Lanh city in Vietnam.
