The Ministry of Finance issued Circular 63/2017/TT-BTC on June 19, 2017, to provide detailed guidance on the preparation and settlement of operational funds for the People's Inspectorate in state agencies.
Circular 63 provides for the preparation and settlement of operating funds for the People's Inspectorate in state agencies as follows:
Regarding preparation and execution of the budget:
Annually, based on the activity program, plan, and current financial spending policies; the People's Inspectorate in state agencies, public service providers, and state-owned enterprises prepares an estimate of the funds to ensure operations, and sends it to the financial management department for consolidation into the budget estimate of the agency or unit, which will be submitted to the competent authority for approval, specifically:
- For state agencies, public service providers partially covering their own recurrent expenditures, and public service providers with state-guaranteed recurrent expenditures: The operating funds of the People's Inspectorate are consolidated into the budget revenue and expenditure estimates of the agency or unit, and sent to the same-level financial authority for submission to the competent authority for approval.- For public service providers self-sufficient in recurrent and investment expenditures, public service providers self-sufficient in recurrent expenditures, and state-owned enterprises: The operating funds of the People's Inspectorate are consolidated into the budget revenue and expenditure estimates of the public service provider or the financial revenue and expenditure plan of the enterprise, and submitted to the head of the public service provider or enterprise for approval as a basis for implementation.
The settlement is regulated by Circular 63 to be implemented as follows:
- The People's Inspectorate is responsible for settling the used funds with the financial management department of their unit for consolidation into the annual revenue and expenditure settlement of the agency or unit according to current regulations.- The funds supporting the activities of the People's Inspectorate in public service providers and state-owned enterprises are accounted for and settled into the operating costs of the public service providers and state-owned enterprises according to legal regulations.
