Circular 63/2017/TT-BTC was issued by the Ministry of Finance on June 19, 2017, providing guidance on the preparation and settlement of funding for the operational expenses of the People's Inspectorate at the commune level.
The preparation and settlement of funds for the operational costs of the People's Inspection Board at the commune level are specifically stipulated by Circular 63 as follows:
Regarding the preparation and execution of estimates:
- Annually, based on the program, operational plan, and current financial expenditure regime, the People's Inspection Board at the commune level prepares an expenditure estimate to ensure the operation of the People's Inspection Board and submits it to the Commune People's Committee for review. The Commune People's Committee then consolidates and reports to the District People's Committee for review and consolidation, which is subsequently reported to the Provincial People's Committee to submit to the Provincial People's Council for decision. This ensures the balance of the operational budget of the People's Inspection Board at the commune level according to the local budget capability as prescribed by the Law on State Budget.
Regarding the settlement, the People's Inspection Board at the commune level is responsible for settling the operational funds with the Commune People's Committee for consolidation into the Commune People's Committee's expenditure settlement report in accordance with current regulations.
