The Commune People's Committee then consolidates and reports to the District People's Committee for review and consolidation, which is subsequently reported to the Provincial People's Committee to submit to the Provincial People's Council for decision. This ensures the balance of the operational budget of the People's Inspection Board at the commune level according to the local budget capability as prescribed by the Law on State Budget.

Regarding the settlement, the People's Inspection Board at the commune level is responsible for settling the operational funds with the Commune People's Committee for consolidation into the Commune People's Committee's expenditure settlement report in accordance with current regulations.
