Recently, the Ministry of Construction has issued Circular 16/2014/TT-BXD providing guidelines for the implementation of Decision 48/2014/QD-TTg on policies to support poor households in the construction of storm and flood resistant housing in the Central region.

Circular 16/2014/TT-BXD specifies the procedures for establishing and approving the list of poor households receiving support for housing construction to prevent and mitigate storms and floods as follows:
The meeting must have representatives of at least 60% of the households in the village and the participation of representatives of the commune-level government, the commune-level Fatherland Front, and the village head (as per the form in Appendix I attached to this Circular). The review process follows principles of democracy, transparency, fairness, and clarity. Households included in the support request list must have the agreement of more than 50% of the participants in the meeting (by hand vote or secret ballot). The village guides the households listed in the approved list to submit applications for housing construction support to prevent and mitigate storms and floods (as per the form in Appendix II attached to this Circular).
The list of poor households in the village requesting support for housing construction to prevent and mitigate storms and floods is prioritized according to the regulations in Decision 48/2014/QD-TTg and is publicly posted in the village. Depending on specific conditions and situations, localities can first support households that meet the conditions and are ready for housing construction to ensure the progress as regulated.
The commune-level People's Committee is responsible for reviewing and compiling the needs of the villages (list, number of households, funds for housing construction to prevent and mitigate storms and floods) to submit to the district-level People's Committee for approval.
The district-level People's Committee compiles and approves within its authority the list of poor households receiving support for housing construction to prevent and mitigate storms and floods; simultaneously reports to the provincial-level People's Committee.
Based on the report of the district-level People's Committee, the provincial-level People's Committee assigns the Department of Construction to lead, cooperate with relevant departments and agencies to develop and submit the Scheme for supporting poor households in housing construction to prevent and mitigate storms and floods in the province or centrally administered city according to the Ministry of Construction's guidance. After approval, the provincial-level People's Committee sends the Scheme to the Ministry of Construction, the Ministry of Planning and Investment, the Ministry of Finance, the Social Policy Bank for compilation, and reports to the Prime Minister of Vietnam.
