Essential Skills Required After Graduating with an Intermediate Pharmacy Degree

Circular 54/2018/TT-BLDTBXH issued by the Ministry of Labor, Invalids and Social Affairs (BLDTBXH) stipulates the minimum amount of knowledge and competency requirements that learners must achieve after graduating from intermediate and college levels in health and social services fields. This circular comes into effect on February 10, 2019.

In the regulations on minimum knowledge volume, competency requirements that learners must achieve after graduating from intermediate and college levels in the field of pharmacy, issued along with Circular 54/2018/TT-BLDTBXH, the minimum skills that learners must achieve after graduating from the intermediate level in Pharmacy are specified as follows:

- Effectively communicate with colleagues, patients, and the community;

- Search, collect, process information, write, present, discuss, and negotiate with appropriate language, methods, and duration;

- Recognize and guide the use of chemical drugs, vaccines, biological products, and 80 essential traditional medicines and herbal medicines listed in the Essential Drug List;

- Formulate and produce certain types of drugs and functional foods following GMP principles and standards;

- Use basic tools and equipment in the laboratory for drug testing, chemicals, medicinal materials, functional foods, and cosmetics;

- Sample for testing conformably;

- Formulate some standard solutions, mother solutions, and testing drugs conformably;

- Test some common drug forms according to Pharmacopeia standards;

- Perform regular maintenance and periodic maintenance of basic equipment in production, testing, and storage;

- Diagnose common ailments based on the process of gathering information related to the patient's health;

- Identify situations requiring consultation from pharmacists or doctors;

- Advise, select, retrieve, package, price, receive payment, and guide the use of basic drugs ensuring safety-effectiveness-reasonableness;

- Arrange, display, and store drugs, chemicals, functional foods, cosmetics, medicinal materials, and medical supplies conformably;

- Purchase, import, and control the quality of drugs, chemicals, functional foods, cosmetics, medicinal materials, and medical supplies according to the correct procedures;

- Deliver, send drugs, drug materials, chemicals, and medical tools conformably;

- Check and control drugs, drug materials, chemicals, and medical tools for quantity, quality, and expiration date;

- Plan the supply, storage, distribution, and use of drugs, chemicals, materials, and consumable medical supplies;

- Use basic information technology according to regulations; apply information technology in some professional tasks of the field;

- Use basic foreign language, achieve level 1/6 in Vietnam's foreign language competency framework; apply foreign languages in some professional tasks of the field.
