Environmental protection in the Socio-economic development orientation of Nghe An Province, Vietnam

On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province, Vietnam until 2020.

Resolution 244/2008/NQ-HDND on the environmental protection orientation of Nghe An Province, Vietnam until 2020 includes the following:

- Select clean technology, specify regulations on technology and equipment importation according to standards on energy consumption rates and emission rates;

- Investment projects must provide detailed proposals on technology and waste treatment processes to meet environmental standards, and prepare environmental impact assessment reports as required;

- Ensure that by 2010, 90% of urban solid waste will be collected and hygienically treated, and this rate will increase to 95-100% by 2020; construct solid waste treatment complexes, drainage systems, and wastewater treatment facilities. Encourage the development of waste treatment service facilities and enhance human resource training in environmental technology.

- Intensify inspection and supervision of discharges from industrial production establishments, tourism facilities, and vessels in the marine area; conduct environmental inspections of operational projects to evaluate the efficiency of production technology and waste treatment systems. Promote community education on environmental protection.- Implement pollution fees and other administrative measures for factories that emit large volumes of pollutants into the environment.

- Enhance warning work on aftershocks, sea level rise, oil spills, etc., to support and aid in the prevention of environmental incidents.
