Entrepreneurs Who Lose Their ABTC Cards Must Report Within 48 Hours

This is one of the regulations on reporting and invalidating lost ABTC cards stipulated in Circular 28/2016/TT-BCA issued by the Ministry of Public Security on July 05, 2016.

Circular 28 stipulates the reporting and invalidation of lost ABTC as follows:

- Businesspersons who lose their ABTC must report the loss to the Immigration Management Department of the Ministry of Public Security within 48 hours from the time they discover the loss, using form X09 issued together with this Circular. Foreign businesspersons residing in Vietnam must report to the Immigration Management Department and simultaneously notify the representative agency of the member economy that issued the ABTC to them.- Upon receiving the report from the businessperson, the Immigration Management Department will issue a certificate of confirmation to that person; invalidate the card; and notify the member economy about the invalidation of the lost card.

Additionally, Circular 28 also stipulates the usability of the ABTC as follows:

- The ABTC acts as a visa substitute for entry into the countries and territories that are member economies participating in the ABTC program (hereinafter referred to as member economies) named on the card.- An ABTC that has been invalidated cannot be restored (even if the card is later found). If the businessperson wishes to continue using the ABTC, they must apply for a new card.
