General Tasks for Quality Management for the 2024-2025 school year in Vietnam

In implementing the tasks for the 2024-2025 school year, the Ministry of Education and Training (MOET) will carry out the quality management (QLCL) tasks for the 2024-2025 school year for preschool, general education, and continuing education with the following general tasks:

- Prepare and organize effectively the 2025 High School Graduation Examination. This is the first year the graduation exam is conducted according to the 2018 General Education Program (GDPT), so units need to be proactive and plan early for the preparation of the Examination and dissemination work. This includes actively and effectively contributing to the draft legal documents, organizing trial exams when possible, training regulations, and duties for students, teachers, and officials involved in organizing the Examination; enhancing the application of information technology to reduce costs and increase efficiency in the exam organization stages.

- Continue to innovate towards improving quality, efficiency, objectivity, and transparency in all stages of competitions to select excellent students (HSG) from local to national levels, participating in regional and international Olympiads.

- Continue ensuring resources and effectively implementing practical accreditation of education quality for preschools, general education institutions (educational institution), and continuing education centers, recognizing national standard schools for preschools and educational institution according to conformable law; utilizing and leveraging data from practical accreditation of education quality results to serve management, as a basis for effectively mobilizing and allocating resources to invest in quality improvement and enhance educational quality.

- Strengthen the management of diplomas, certificates and effectively implement the digital transformation in diplomas, certificates management, public service in diplomas, certificates management, publicize information on the issuance of diplomas, certificates according to regulations. Focus on managing quality assurance conditions for assessment and issuance of certificates by educational institutions. Enhance the management of linking foreign language proficiency test organizations within the locality according to regulations and decentralization. Implement effective measures to address counterfeit, trading, and use of fake diplomas, certificates. Gradually improve the capacity for diplomas, certificates management at educational institutions to ensure conformity.

- Direct and oversee the implementation, ensuring the effectiveness of MOET's regulations on transparency in the activities of educational institutions under the national education system according to Circular 09/2024/TT-BGDDT.

- Implement national and international educational quality assessment programs effectively according to the plan, reflecting accurate teaching and learning outcomes at all levels. Proactively advise to ensure resources for effectively implementing the Plan issued by the Provincial/City People's Committee to implement the "Scheme for Developing the National-wide Evaluation System to meet the requirements for improving quality and international integration of general education for the period 2022-2030" issued with Decision 468/QD-BGDDT dated February 13, 2023, by the Minister of MOET.

Ensuring and accrediting education quality in Vietnam

Regarding ensuring and accrediting education quality, in Official Dispatch 4697/BGDDT-QLCL dated August 26, 2024, the Ministry of Education and Training provides the following guidance:

- Actively consult with party committees and local governments to issue leadership documents and directives on implementing the accreditation work of education quality and recognize national standard schools. Connect practical accreditation of education quality outcomes and national standard school recognition with resolutions at various levels on new rural development and advanced new rural development in each period; regulate district-level towns, cities under provincial management to complete the task of new rural construction and the National Criteria on advanced new rural districts for the period 2021-2025. Additionally, use the outcomes of practical accreditation of education quality and national standard school recognition as the basis for proposing additional human resources and investments for educational levels in the medium-term investment plan for the period 2026-2030 of the locality.

- Utilize practical accreditation of education quality outcomes and national standard school recognition for the period 2021-2025 to propose building and synchronously implement tasks for quality improvement, share best practices, prioritize human resource supplementation, and conditions for implementing the 2018 Education Program locally.

- Develop and implement plans for inspection, supervision, and consulting on practical accreditation of education quality accreditation, reassessment of institutions that meet quality standards, and national standard school recognition according to regulations. Review institutions meeting national standards that risk downgrading or failing due to non-compliance with current regulations; analyze the causes for reporting and advising authorities to promptly provide solutions to difficulties faced by educational institutions.

- Enhance the application of information technology in practical accreditation of education quality; analyze, benchmark, and evaluate data from accreditation results to serve management and implement quality improvement.

- Focus on training and professional development activities to update knowledge and improve competencies in ensuring and accrediting education quality among management staff and teachers; effectively utilize this workforce in all stages of practical accreditation of education quality. Effectively implement emulation and commendation work to create motivation, contributing to encouraging units and schools to actively and effectively deploy ensuring and accrediting education quality tasks.
