Enrollment Quotas for Doctoral and Master's Programs in Teacher Training Fields in Vietnam

On February 28, 2018, the Ministry of Education and Training of Vietnam issued Circular 06/2018/TT-BGDDT detailing the enrollment quotas for doctoral and master's programs in teacher training disciplines.

Circular 06 stipulates that the enrollment quotas for doctoral and master's programs in Vietnam are determined by training disciplines for universities, academies, higher education institutions, and scientific research institutes with doctoral training (hereinafter referred to as higher education institutions).

The maximum doctoral enrollment quota per discipline at higher education institutions in Vietnam is calculated based on the maximum doctoral training capacity according to the institution's capability, meeting all the criteria stipulated in this Circular 06, minus the current number of doctoral students plus the number of doctoral candidates expected to graduate in the enrollment year.

The maximum master's enrollment quota per discipline at higher education institutions is calculated based on the maximum training capacity according to the institution's capability, also meeting all stipulated criteria.

Circular 06 outlines criteria for determining the maximum number of doctoral candidates and master's students as follows:

  • Criteria for the number of doctoral candidates and master's students per tenured faculty member:

- For universities, academies, and higher education institutions:

Professor Associate Professor Doctor
Maximum doctoral candidates per faculty member 5 4 3
Maximum master's students per faculty member 7 5 3

- For scientific research institutes permitted to train doctoral degrees:

Quota Appropriate tenured faculty member

Maximum doctoral candidates per faculty member 3 2 1

- Criteria for facilities and equipment: Higher education institutions must ensure adequate facilities, laboratories, practice equipment, libraries, lecture halls, and working spaces for faculty, supervisors, doctoral candidates, and master's students suitable to the discipline, specialization, and type of training program.

- Criteria for labor market demand and socioeconomic development requirements: Higher education institutions must determine enrollment quotas based on labor market demand and the socioeconomic development requirements of the nation, localities, and fields.

In addition, Circular 06 stipulates principles for determining enrollment quotas for teacher training disciplines at doctoral and master's levels as per the regulations in Circular 06.
