Enhancing the Quality of Education and Training in Nghe An by 2020

On December 20, 2008, the People's Council of Nghe An Province issued Resolution 244/2008/NQ-HDND approving the master plan for socio-economic development of the coastal and marine areas of Nghe An Province until 2020.

Resolution 244/2008/NQ-HDND sets guidelines for the development of the education system in Nghe An Province until 2020 as follows:

- Strive to raise preschool and general education to the advanced level nationwide; achieve national standards for upper secondary education universalization by 2015. Increase the proportion of children attending full-day kindergartens and students attending semi-public schools. Enhance career orientation and vocational training activities in general education, and gradually stream students appropriately after graduating from secondary and upper secondary schools.- Develop a contingent of teachers and education management staff that meet the requirements; ensure adequate quantity, synchronization, and balanced quality between urban, rural, and coastal regions; enhance training and self-training activities to support educational and training operations.- Ensure that 100% of classrooms are solidified by 2010, and by 2015, 100% of schools meet national standards. Newly construct school systems in new urban areas, industrial zones, economic zones, etc., ensuring sufficient schools at all levels for students.- Develop Vinh City and the district-level town Cua Lo into centers for human resource training in the North Central region. Establish additional schools (universities, colleges, professional high schools, and vocational schools) or new faculties in existing schools to train human resources in line with the development orientation of coastal regions. Strive for a training rate of 45-50% of the labor force by 2010 and approximately 75-80% by 2020.- Socialize education, encouraging all economic sectors to participate in the development of education and training.
