The Ministry of Labor, War Invalids and Social Affairs of Vietnam has issued Official Dispatch 2354/BLDTBXH-CATLD requesting the enhancement of management and compliance with laws concerning occupational safety and hygiene in Vietnam.

On June 4, 2024, the Ministry of Labor, War Invalids, and Social Affairs issued Official Dispatch 2354/BLDTBXH-CATLD regarding strengthening management and compliance with laws on occupational safety and hygiene.
To enhance compliance with laws on occupational safety and hygiene and minimize labor accidents, especially serious labor accidents, the Ministry of Labor, War Invalids, and Social Affairs requests:
(1) Provincial and municipal People's Committees direct local authorities:
- Emphasize the objectives, tasks, and solutions outlined in Directive No. 31-CT/TW dated March 19, 2024, of the Secretariat of the Central Committee of the XIII Communist Party regarding continuing to strengthen the Party's leadership on the work of occupational safety and hygiene in the new situation.
- Strengthen guidance and inspection of compliance with laws in managing occupational safety and hygiene, especially inspecting units and enterprises providing occupational safety and hygiene training services; technical safety appraisal; occupational environment monitoring; assessment, certification of Group 2 product goods.
(2) Corporations, General Corporations, and Companies conduct inspections, reviews, and compliance with laws in managing occupational safety and hygiene at their units, especially inspecting the establishment of safe working measures and plans; inspecting compliance with legal regulations in organizing training and education on occupational safety and hygiene for workers; managing and appraising the use of machines and equipment with strict safety requirements; monitoring the occupational environment.
(3) Organizations and units providing services for occupational safety and hygiene training; technical safety appraisal; proactive occupational environment monitoring; assessment, certification of Group 2 product goods:
- Proactively review and strictly comply with legal regulations in organizing occupational safety and hygiene training; technical safety appraisal; proactive occupational environment monitoring; assessment, certification of Group 2 product goods.
- Regularly update legal policies on occupational safety and hygiene, comply with periodic and annual activity reporting policies in each field as prescribed.
- The heads of organizations and units providing services for occupational safety and hygiene training; technical safety appraisal; proactive occupational environment monitoring; assessment, certification of Group 2 product goods must strengthen the inspection and supervision of their organization’s activities and individuals according to legal regulations.
(4) The Department of Occupational Safety, the Inspectorate of the Ministry of Labor, War Invalids, and Social Affairs, intensify inspection, examination, and strict handling of violations regarding occupational safety and hygiene; temporarily suspend or revoke the Certificates of eligibility for providing services in occupational safety and hygiene training, technical safety appraisal, occupational environment monitoring, and assessment of Group 2 product conformity for units with serious violations in organization or causing serious consequences;
Recommend criminal prosecution for organizations and individuals violating causing particularly serious consequences regarding occupational safety and hygiene; compile recommendations, review, propose competent authorities to amend and improve the legal document system on occupational safety and hygiene; national technical standards on labor safety ensuring suitability and feasibility in practice.
