On August 23, 2024, the Prime Minister of the Government of Vietnam issued Official Telegram 83/CT-TTg regarding the enhancement of high-quality human resource training in the sectors of semiconductors, artificial intelligence, and cloud computing.

Enhancement of the Training of High-Quality Human Resources in the Field of Artificial Intelligence in Vietnam

The Prime Minister of the Government of Vietnam mandates the Ministers, Heads of ministerial-level agencies, agencies under the Government of Vietnam, and Chairmen of the People's Committees of provinces and centrally affiliated cities to focus on directing and effectively implementing the following key tasks:

(1) Minister of Education and Training of Vietnam:

- Directing public and non-public higher education institutions (hereinafter referred to collectively as higher education institutions) to study and establish specialized units (schools, faculties, departments, etc.) to prioritize training and research on semiconductors, artificial intelligence, and cloud computing.

- Directing and guiding higher education institutions to review and innovate training programs; developing plans and organizing the training of lecturers, researchers, and students in the fields of semiconductors, artificial intelligence, and cloud computing; enhancing the application of technology, especially the application of artificial intelligence in teaching and learning; promoting cooperation with businesses, higher education institutions, and reputable research agencies domestically and internationally to train, research, and develop high technology, especially in the areas of semiconductors, artificial intelligence, and cloud computing.

- Urgently completing and submitting the Scheme for the development of high-quality human resources to serve the development of high technology and foundational industries to the Prime Minister for approval.

- Developing a Directive of the Prime Minister to direct, orient, and promote the training of human resources for the semiconductor, artificial intelligence, and cloud computing sectors.

(2) Minister of Planning and Investment of Vietnam:

- Urgently completing and submitting the Scheme “Development of human resources in the semiconductor industry until 2030 with orientation until 2050” to the Prime Minister for approval; including content on artificial intelligence and cloud computing.

- Promoting the formation and development of ecosystems, innovation centers, incubators, and innovation networks in the fields of semiconductors, artificial intelligence, and cloud computing.

(3) Minister of Science and Technology of Vietnam:

- Proactively reviewing and prioritizing scientific research programs in the fields of semiconductors, artificial intelligence, and cloud computing, linked to talent training, educating major experts and scientists at higher education institutions.

- Leading and cooperating with relevant ministries and sectors to research and complete specific mechanisms and policies to attract scientific and technological talents from abroad and from the industrial sector to collaborate and teach at higher education institutions, especially in the divisions of semiconductors, artificial intelligence, and cloud computing.

(4) Minister of Information and Communication:

- Urgently completing and submitting the Vietnam Semiconductor Industry Development Strategy until 2030, with an orientation to 2050, to the Prime Minister for approval.

- Proactively developing a plan to implement the Strategy prioritizing the development of large data computing centers to support higher education institutions in training high-quality human resources in the fields of semiconductors, artificial intelligence, and cloud computing.

(5) Ministers, Heads of ministerial-level agencies, and heads of agencies under the Government of Vietnam directly managing higher education institutions are required to direct and support higher education institutions in developing high-quality human resources training in high technology fields, especially in semiconductors, artificial intelligence, and cloud computing.

(6) Chairmen of the People's Committees of provinces and centrally affiliated cities:

- Proactively and actively attracting investment to develop the ecosystem of the semiconductor, artificial intelligence, and cloud computing industries.

- Proactively participating in and strengthening close cooperation among the State, educational institutions, and businesses to enhance the effectiveness of training and developing human resources in the fields of semiconductors, artificial intelligence, and cloud computing.

- Directing and supporting higher education institutions under their management to develop high-quality human resources training in high technology fields, especially in semiconductors, artificial intelligence, and cloud computing.
