On October 26, 2024, the Ministry of Industry and Trade of Vietnam issued Official Dispatch 8598/BCT-TMDT to enhance state management of e-commerce in Vietnam

In order to enhance the effectiveness and efficiency of law enforcement, the Ministry of Industry and Trade of Vietnam requires the heads of units to urgently organize the implementation of the following tasks:
(1) The E-Commerce and Digital Economy Agency will preside and cooperate with relevant agencies and units
- Strengthen communication, guide consumers to be cautious when shopping online on cross-border e-commerce platforms in general and platforms like Temu, Shein, 1688... in particular. Especially, absolutely do not conduct transactions with platforms that have not been registered with the Ministry of Industry and Trade of Vietnam at the E-Commerce Management Portal. Implementation period: in October 2024.
- Advise the Ministry's leadership to report to the Prime Minister of Vietnam, directing the Ministry of Finance to research monitoring and management plans for imported goods circulating through e-commerce platforms that do not comply with Vietnamese legal regulations. Implementation period: in October 2024.
- Actively contact Temu's legal team to require compliance with the current laws of Vietnam, and if necessary, cooperate with the Ministry of Information and Communications to find appropriate technical solutions to block such platforms. Implementation period: in October 2024.
- Coordinate with relevant agencies of the Government's Office of Vietnam to update the progress of issuing Official Telegrams of the Prime Minister; Work with functional agencies of the involved ministries and sectors to implement. Implementation period: as per the progress assigned in the telegram.
- Focus on effectively implementing the National E-Commerce Development Program for the period 2021-2025, including key tasks such as: (1) cooperate with localities to develop implementation plans for digital transformation of traditional markets, support merchants in establishing new sales channels (both online and offline) to promote the consumption of domestic products and goods; (2) Collaborate with relevant units to continue organizing forums, conferences, workshops, training sessions to enhance citizens', businesses', and cooperatives' digital transformation skills through using social media platforms, websites, livestream to boost domestic trade and export overseas. Implementation period: during 2025.
- Summarize and evaluate the National E-Commerce Development Program for the period 2021-2025. From there, develop and submit to the Prime Minister of Vietnam the National E-Commerce Development Program for the period 2026-2030, creating a foundation for continued orientation in e-commerce development. Implementation period: in the first quarter of 2025.
(2) The General Department of Market Management will preside and cooperate with relevant agencies and units
Coordinate with the General Department of Customs to enhance monitoring, detection, and handling of warehouses and goods gathering points (if any) of cross-border e-commerce platforms not registered. Implementation period: regularly.
(3) The National Competition Commission will preside and cooperate with relevant agencies and units
Enhance the protection of consumer rights in the online space, promptly promote awareness about the risks of shopping on cross-border e-commerce platforms. Implementation period: regularly.
(4) The Legal Affairs Department will preside and cooperate with relevant agencies and units
Coordinate with the E-Commerce and Digital Economy Agency to review legal elements and propose measures to handle unauthorized cross-border e-commerce platforms. Implementation period: in October 2024.
(5) The Import and Export Department will preside and cooperate with relevant agencies and units
Coordinate with the General Department of Customs to propose control measures for goods imported into Vietnam through e-commerce channels. Implementation period: in October 2024.
(6) The Trade Promotion Agency will preside and cooperate with relevant agencies and units
Propose solutions for handling promotional forms that do not comply with the law for e-commerce platforms. Implementation period: in October 2024.
(7) The Domestic Market Department will preside and cooperate with relevant agencies and units
- Assess the impact on the domestic market (if any) when foreign goods penetrate the Vietnamese market through cross-border e-commerce platforms. Implementation period: in November 2024.
- Continue promoting the campaign "Vietnamese People Use Vietnamese Goods" to boost the consumption of Vietnamese products and stimulate domestic production.
(8) The Science and Technology Department will preside and cooperate with relevant agencies and units
Develop standards and regulations for goods under the management of the Ministry of Industry and Trade of Vietnam to help businesses improve product quality, packaging, branding, contribute to increasing consumer trust and competitiveness for Vietnamese goods.
(9) Inspection and enforcement units
Strengthen inspection and enforcement activities, promptly detect and strictly handle violations in trade, especially in the e-commerce environment. During the handling process of violations, issues regarding enforcement mechanisms and legal regulations need to be reviewed and evaluated to recommend relevant authorities to continue refining and enhancing the efficiency and effectiveness of law enforcement.
(10) Media units of the Ministry of Industry and Trade of Vietnam
The Industry and Trade Newspaper, Industry and Trade Magazine, and Industry and Trade Television enhance efforts in communication and warnings to raise awareness among consumers, the business community, and society as a whole in building and developing a healthy and sustainable e-commerce environment.
