On October 7, 2024, the Prime Minister issued Directive 37/CT-TTg on strengthening the instruction, coordination, and organization of the High School Graduation Examination in Vietnam and university, vocational education admissions for the year 2025.

Enhancement of the instruction, coordination, and organization of the High School Graduation Examination in Vietnam

To proactively and actively prepare the necessary conditions to ensure the improvement of teaching and learning quality and the successful organization of the 2025 exam and admissions, the Prime Minister of the Government of Vietnam requests the Minister of Education and Training of Vietnam to focus on directing the synchronized and effective implementation of the outlined tasks and solutions, with attention to the following key aspects:

- Promptly issue the Exam Regulation, the Plan to organize the Exam, and the guiding documents for localities on preparation and organization of exams to ensure thorough decentralization according to authority, with clear content, process, responsibility, and effectiveness.

- Direct, guide, and inspect the renewal of teaching and learning methods, review, check, and evaluate high school students during the teaching and learning process, especially for 12th-grade students following the General Education Program 2018; ensure the necessary elements for the Exam, preventing students, teachers, and general education institutions from being passive and facing difficulties when participating in and organizing the Exam.

- Develop and announce the reference exam papers stable over many years early to enable schools, teachers, and students to be proactive in review and teaching activities. Train and enhance the capacity of educational management staff and teachers from localities and higher education institutions in organizing the Exam and building the question bank and exam papers; also contribute to improving the effectiveness of teaching and learning activities, and the capacity to test and evaluate education quality.

- Organize the construction of exam papers that guarantee quality, security, and safety, with differentiation levels meeting exam and admission requirements. Review and complete processes, regulations ensuring strictness in every stage of exam construction and the question bank. Direct localities to conduct exam marking accurately, objectively, and honestly.

- Urgently review, amend, supplement, and complete regulations on admissions towards enhancing publicization, transparency, fairness, reliability, reducing pressure, and creating more opportunities for students to choose majors suitable for their capacities according to the General Education Program 2018; simultaneously, ensure that student admissions are objective, real, suitable to the fields of training and have a positive impact on improving teaching and learning quality at the high school level. Direct training institutions to promptly complete and publish the 2025 admission methods and methods for subsequent years.

- Continue to promote the application of information technology and digital transformation to serve exam organization, ensuring conformity, accuracy, safety, and efficiency. Prepare early and remotely the necessary conditions regarding human resources, finance, and physical facilities to gradually organize computer-based testing for multiple-choice subjects according to the announced roadmap in the exam plan for 2025-2030 and subsequent years, with special attention to localities and regions with difficult socio-economic conditions, particularly challenging areas, remote areas, borderlands, and islands in Vietnam.

- Direct, guide, and plan inspection of preparation and organization of exams and admissions to ensure clear content, process, responsibility, streamlining, effectivity, focusing on areas prone to negativity and fraud in exams and admissions.

- Strengthen information and communication work before, during, and after exams and admissions, especially for students and parents, ensuring promptness, completeness, transparency to facilitate participation, support, and societal consensus on the organization of the Exam.

- Actively coordinate closely with ministries, central, and local authorities, and relevant agencies in organizing exams and admissions and effectively dealing with arising issues according to function, task, and authority; promptly report issues beyond authority to the competent level.
