The Ministry of Education and Training of Vietnam (MOET) directs localities to implement the contents to perform the tasks in Subproject 1 - Project 5 on socio-economic development in ethnic minority and mountainous areas in Vietnam.

To ensure the completion of the tasks assigned by the Prime Minister of Vietnam in Subproject 1 - Project 5 under Decision 1719/QD-TTg dated October 14, 2021, on the approval of the national target program for socio-economic development in ethnic minority and mountainous regions for the period 2021 - 2030, Phase I: from 2021 to 2025 (hereinafter referred to as Project 5.1), the Ministry of Education and Training (MOET) issued Official Dispatch 5475/BGDDT-GDDT dated September 17, 2024, suggesting localities continue to effectively direct the implementation of several contents as follows:

- Closely follow the guidelines for implementing Project 5.1 issued by the MOET[1] to ensure effective execution and achieve the goals and tasks assigned by the competent authorities, associated with the renewal of the 2018 General Education Program.

- Accelerate project approval procedures, ensure timely implementation, and complete the goals and tasks of Project 5.1. During the procurement, distribution, preservation, and use of equipment, and the repair of facilities, training, retraining, and literacy eradication activities must comply with Decree 27/2022/ND-CP stipulating the management mechanism and organization for implementing national target programs, Decree 38/2023/ND-CP amending and supplementing several articles of Decree 27/2022/ND-CP, and Circular 55/2023/TT-BTC regulating the management, use, and settlement of non-business funding from the state budget for implementing national target programs for the period 2021 - 2025 and related documents, ensuring the right subjects, norms, and investment efficiency.

- Effectively implement the Prime Minister of Vietnam's directives in Official Telegram 24/CD-TTg dated March 22, 2024, on accelerating the allocation and disbursement of public investment capital in 2024; where the Chairman of the People's Committees of the provinces should uphold responsibility, intensively focus on directing, leading, managing, and implementing tasks, synchronizing, and promptly and effectively executing key solutions; striving to achieve the highest result in public investment capital disbursement in 2024 (over 95% of the plan assigned by the Prime Minister).

- Organize implementation according to the plan; urging implementation, compiling, and reporting to the relevant levels on the situation of performing the tasks assigned under Project 5.1 in the localities according to regulations.

- Based on the objectives and tasks assigned in the Appendix attached to Official Dispatch 1339/BGDDT-GDDT, localities should actively review and evaluate to clearly identify the achievements compared to the goals; objectives and tasks that are lagging or at risk of not being completed according to the tasks assigned by the Prime Minister for the period 2021 - 2025; thereby advising provincial leadership and related ministries and sectors for prompt and appropriate handling to ensure the completion of the assigned tasks.

- Pay attention to training and retraining to improve the quality of management staff and teachers of ethnic minority boarding schools, semi-boarding ethnic minority schools, and schools with semi-boarding students (HSBT) concerning management and specific educational content.

- Intensify literacy eradication efforts for the ethnic minority people, especially in areas with particularly difficult socio-economic conditions with a high illiteracy rate. Increase awareness and responsibility regarding literacy eradication efforts, continuously maintaining and improving the effectiveness of literacy eradication activities.
