Enhancement of population-related work in the new situation in Vietnam

Over the years, population-related work has received attention from the entire political system, concentrated efforts across various levels, sectors, and localities, gaining public support and achieving significant results contributing to the nation’s overall success.

However, current population-related work faces several limitations and issues, such as unstable replacement fertility rates; lack of comprehensive solutions to adapt to population aging; high average life expectancy but low healthy life expectancy; slow improvement in population quality, etc.

The main reasons for these limitations include delayed supplementation and completion of population policies and mechanisms; ineffective organization and execution; inadequate investment in resources and workforce for population-related work; low fertility rates below replacement levels in some localities, etc.

In order to effectively achieve objectives, tasks, and solutions for population-related work and promptly address existing limitations and issues, the Prime Minister of the Government of Vietnam requests:

- Ministry of Health:

+ Strengthen inspection and urging of ministries, central authorities, and local authorities to effectively implement policies, laws on population-related work, especially solutions to maintain sustainable replacement fertility rates, care for the elderly's health, adapt to population aging, and enhance population quality.

+ Focus on reviewing, amending, and completing institutions, mechanisms, policies, and laws on population, emphasizing solutions to maintain sustainable replacement fertility rates nationwide, suitable for different regions and population groups; expedite the drafting of the Population Law, report to the Government of Vietnam as directed in Decision No. 53/QD-TTg dated January 15, 2024, by the Prime Minister of the Government of Vietnam.

+ Promptly implement the consolidation and enhancement of organizational efficiency, improve the quality of officials and public employees working on population at all levels as outlined in Decision No. 496/QD-TTg dated March 30, 2021, by the Prime Minister of the Government of Vietnam.

- People’s Committees of provinces and centrally-governed cities:

+ Continue to organize and implement effectively the policies and solutions of the Communist Party and the State on population-related work, especially solutions to maintain sustainable replacement fertility rates, care for the elderly's health according to the programs and projects approved by the Prime Minister of the Government of Vietnam.

+ Issue or propose to competent authorities to issue documents to synchronously and effectively implement policies and laws on population-related work, particularly in localities with fertility rates below replacement level.

+ Review, consolidate, and strengthen the organizational machinery and personnel for population-related work; allocate sufficient resources to effectively implement population-related work locally.

- Ministry of Information and Communications, Ministry of Health, Vietnam Television, Voice of Vietnam, Vietnam News Agency, People’s Committees of provinces and centrally-governed cities, and media agencies strengthen communication on population-related work, contributing to sustainable national development.

- Ministries, ministerial-level agencies, agencies under the Government of Vietnam within their assigned functions, tasks, and powers organize and implement effectively the policies of the Communist Party and the State’s laws on population-related work.

- The Vietnam Fatherland Front and member organizations are requested to enhance dissemination among their members and associates about the policies of the Communist Party and the State’s laws on population-related work; participate in supervising the implementation of population policies as prescribed.

- The National Steering Committee on Population and Development should strengthen its advisory role, propose, and promptly recommend mechanisms and policies to effectively implement population and development work.
