Enhancement of leadership of the Communist Party of Vietnam in practicing thrift and combating wastefulness in Hanoi, Vietnam

The Hanoi City People's Committee has issued Plan 246/KH-UBND for the year 2024 to implement Plan 223-KH/TU on executing Directive 27-CT/TW on "Enhancement of leadership of the Communist Party of Vietnam in practicing thrift and combating wastefulness" in Hanoi City.

The implementation contents include:

1. Strengthening dissemination, thorough understanding, and organization of the work of practicing thrift, combating waste.

2. Continuing to review, supplement, and complete the regulations and procedures to promptly and effectively implement the work of practicing thrift, combating waste.

3. Developing and directing the effective implementation of the 5-year and annual Program on practicing thrift, combating waste.

4. Enhancing inspection, supervision, and overseeing the work of practicing thrift, combating waste; strengthening state management, tightening discipline, and thoroughly practicing thrift, combating waste.

5. Promoting the people's right to mastery, and the supervisory and feedback role of the Vietnam Fatherland Front and socio-political organizations at all levels in the work of practicing thrift, combating waste.

In particular, for the content "Enhancing inspection, supervision, and overseeing the work of practicing thrift, combating waste; strengthening state management, tightening discipline, and thoroughly practicing thrift, combating waste", the following guidelines are provided in detail:

- Improving the efficiency of management and use of national and city resources, especially in managing and using natural resources, state budgets, and public assets.

- Enhancing the quality of forecasting, budgeting, and estimating state budget revenues and expenditures; ensuring the progress and quality of public investment projects to improve the efficiency of state budget use.

- Reviewing, consolidating, and proposing solutions for long-standing issues related to key projects, delayed projects, ODA-funded projects, BOT projects, etc., that are inefficient and cause significant loss and waste, to find solutions to soon put these assets into serving socio-economic development.

- Exploiting, using land, resources, and minerals economically, efficiently, and sustainably to minimize loss, waste, and negative environmental impacts.

- Increasing transparency and accountability in the use of state budgets and public assets; applying science and technology, digital transformation, administrative reform, and private investment in providing public services; holding state management agencies and heads accountable for causing loss and waste of state budget and public assets.

- Accelerating the restructuring of political system organizations and public service providers towards efficiency and effectiveness; strictly implementing the policies, goals of staff streamlining for the period 2021-2026; continuing to complete work position schemes linked with staffing in the public sector, saving state budget expenditures on machinery and personnel.

- Enhancing inspection, supervision, and overseeing the implementation of the Communist Party's guidelines, State policies, and laws on practicing thrift, combating waste, particularly in areas, positions prone to waste and negativity, where there are many complaints, denunciations, and issues of social concern and dissatisfaction.

- Promptly detecting, preventing, and strictly handling organizations and individuals violating and causing loss and waste of resources; strictly implementing the conclusions and recommendations of functional agencies, recovering money and assets for the State.
