To be specific, Circular 12/2019/TT-BKHCN stipulates the encouragement of organizations and individuals to produce, trade, and import “water-saving labels” for products and equipment that use water efficiently. Organizations and individuals voluntarily using the “water-saving label” should follow the Template water-saving label regulations in Appendix II, issued along with this Circular.

This Circular regulates that the water-saving label must ensure the following information:

- Certification number issued by the certifying organization, including the name of the certifying organization;- Symbols indicating the water efficiency level of the product or equipment, corresponding to one star for level 1, two stars for level 2, and three stars for level 3.

The size of the water-saving label may be enlarged, reduced, embossed, or imprinted into the background of the commodity label on the water-saving product or equipment, ensuring it does not cause confusion, cover, or affect the visibility of the mandatory information as per the legal regulations on labeling. The water-saving label can be attached directly to the product, equipment, or its packaging, instruction manuals for the water-saving product or equipment.

For water-saving products or equipment imported with a water-saving label from the exporting country, if that country has a mutual recognition agreement with Vietnam regarding conformity assessment results, including content recognition related to water-saving labeling, the imported product or equipment does not need to undergo conformity assessment to determine water-saving status.

Refer to additional regulations in Circular 12/2019/TT-BKHCN, effective from January 1, 2020.
