Regarding this issue, LawNet would like to answer as follows:
On November 9, 2023, the Prime Minister issued Decision 1315/QD-TTg on the Plan to implement the Movement "The whole country emulates building a learning society, promoting lifelong learning in the period 2023 - 2030" .
Specifically, the emulation criteria to build a learning society and promote lifelong learning in the period 2023–2030 for each subject are as follows:
(1) For ministries, departments, branches, and central agencies
- Timely advise the Government and Prime Minister to improve mechanisms and policies to promote lifelong learning and build a learning society.
- Pay attention to investing in resources, including finance, facilities, equipment, and guaranteed conditions, to meet the learning needs of civil servants, public employees, and workers in agencies and units.
- Organize practical and effective emulation movements with rich and diverse content and forms to propagate and disseminate to raise awareness for officials, civil servants, public employees, and workers in agencies and units on lifelong learning, building a learning society in the digital economy, digital society, and digital government; strengthen and form habits of proactive, self-directed learning and updating knowledge in the technology environment with the motto of self-study as the main priority.
- Have a training and fostering plan for all subjects under management; - Provide learning services for all classes of people, programs, and learning materials according to the functions and tasks of agencies and units.
(2) For the Central Committee of the Vietnam Fatherland Front and socio-political, socio-professional, and social organizations
- Actively propagate and mobilize members, union members, and people and pioneer in implementing the Emulation Movement, creating consensus and spreading in society about building a learning society and lifelong learning.
- Effectively deploy solutions to mobilize union members and members to participate in study and talent promotion activities; participate in technology transfer and foreign language learning; support start-up activities; and disseminate knowledge to the people.
(3) For provinces and centrally run cities
- Develop and promulgate policies to attract and encourage the participation of organizations and individuals in building a learning society; policies to support learners in difficult circumstances, ethnic minorities, and people with disabilities.
- Build and effectively deploy the work of building a learning society; by proposing creative, specific, practical content and solutions suitable to local situations and conditions. There are many effective solutions and initiatives for implementing the Emulation Movement.
- Be recognized as a provincial "Learning Community" according to criteria issued by the Ministry of Education and Training.
(4) For district level
- Fully implement policies promoting study promotion, talent promotion, lifelong learning, and building a learning society issued by the central and provincial levels. Carry out propaganda work to raise community awareness about lifelong learning and build a learning society.
- There are many effective initiatives and solutions for implementing the Emulation Movement.
- Be recognized as a district-level "Learning Community" according to criteria issued by the Ministry of Education and Training.
(5) For commune level
- Fully implement policies promoting lifelong learning and building a learning society issued by the province and district. Carry out propaganda work to raise community awareness about lifelong learning and build a learning society.
- There are many effective initiatives and solutions for implementing the Emulation Movement.
- Be recognized as a commune-level "Learning Community" according to criteria issued by the Ministry of Education and Training.
(6) For households and families
- Achieved the titles of "Learning Family" and "Learning Family" according to criteria issued by the Ministry of Education and Training in coordination with the Vietnam Association for Promoting Learning.
- There are many contributions in terms of effort, intelligence, and materials to build villages and residential groups to become "Learning Communities" in the commune-level administrative area.
(7) For businesses (economic groups, state corporations or enterprises, cooperatives, cooperative unions)
- Make specific and practical contributions to the work of building a learning society and is recognized by competent authorities.
- Issue specific regulations on regular learning and training for civil servants, public employees, and workers in agencies and units.
- Have regimes and policies to support and create conditions for officials, civil servants, engineers, experts, employees, and technical workers to study and improve their qualifications.
- Organizations within the enterprise are recognized as "Learning Units" according to criteria issued by the Ministry of Education and Training.
(8) For individuals
- Be recognized as "Learning Citizen" according to criteria issued by the Ministry of Education and Training in coordination with the Vietnam Association for Promoting Learning.
- Have contributed a lot of effort, intelligence, and material to building a learning society in localities/agencies and units.
(9) Other subjects
International organizations, foreign non-governmental organizations, associations, businessmen, intellectuals, scientists, families, individuals at home and abroad, Vietnamese people residing abroad... with many contributions in terms of effort, intelligence, and material to building a learning society in the locality.
