On December 08, 2024, the Minister of Home Affairs of Vietnam issued Circular 12/2024/TT-BNV stipulating the awarding of Commemorative Medals in fields under the management authority of the Ministry of Home Affairs.

Eligible individuals for the Commemorative Medals under the management of the Ministry of Home Affairs of Vietnam from February 15, 2025

According to Article 7 of Circular 12/2024/TT-BNV, the subjects considered for awarding Commemorative Medals under the management authority of the Ministry of Home Affairs from February 15, 2025 include:

(1) Individuals who have worked or are working in the State Organization sector; Emulation, Reward; State management of Belief and Religion; Documentation, Archives:

- Commemorative Medal "For the Career of the State Organization Sector":

Officials, public employees, and employees working in agencies, units, and organizations under the Ministry of Home Affairs, including: Departments, Ministry Office, Ministry Inspectorate, Office of the Party Committee of the Ministry, Communist Party special agency of the Ministry, Ministry Trade Union Office, Ho Chi Minh Communist Youth Union Ministry of Home Affairs, State Organizational Science Institute, State Organizational Journal, Information Center.

Officials, public employees working in personnel organization at units under the Ministry of Home Affairs, including: Department of State Archives and Records, National Emulation - Reward Committee, Government Committee for Religious Affairs, National Academy of Public Administration.

Officials, public employees, employees who are exclusively or concurrently responsible for personnel organization work at ministries, departments, agencies, political organizations, political - social organizations, political social - professional organizations with Party congressional organizations or Party organizations under the Communist Party block of central agencies.

Officials, employees working in the State Organization sector at Departments of Home Affairs of provinces, cities under central authority.

Officers working in the State Organization sector under District Home Affairs Departments.

Officials, public employees exclusively or concurrently responsible for personnel organization work at the Office of the People's Council, District, Provincial People's Committees.

- Commemorative Medal "For the Career of Emulation and Reward":

Leaders and members of the National Emulation and Reward Council.

Officials, public employees, employees working in the rooms, units under the National Emulation - Reward Committee.

Officials, individuals exclusively or concurrently responsible for emulation, reward work at ministries, ministerial-level agencies, government-attached agencies; Supreme People's Court; Supreme People's Procuracy; Central Party Office, party committees and equivalent in the Central; National Assembly Office, Presidential Office; State Audit; Central Committee of Vietnam Fatherland Front and central agencies of political - social organizations, political social - professional organizations with Party congressional organizations or Party organizations under the Communist Party block of central agencies.

Officials, employees working in the Emulation - Reward Departments (Rooms) under the Departments of Home Affairs of provinces, cities under central authority; officials exclusively or concurrently responsible for emulation, reward work at District Home Affairs Departments.

Officials and public employees exclusively or concurrently responsible for emulation, reward work at communes, wards, commune-level towns.

- Commemorative Medal "For the Career of State Management on Belief, Religion":

Officials, public employees, employees working at units under and attached to the Government Committee for Religious Affairs.

Officials, individuals, employees exclusively or concurrently responsible for belief, religion work at Central Party, State, Vietnam Fatherland Front agencies, political - social organizations at central, provincial, district, commune levels.

Officials, employees doing state management work on beliefs, religion under professional agencies of the provincial People's Committee.

Officials exclusively or concurrently responsible for state management on belief, religion work under professional agencies of the district People's Committee.

Officials, individuals concurrently responsible for belief, religion work at the commune-level People's Committee.

- Commemorative Medal "For the Career of Documentation, Archives":

Officials, public employees, employees working at units under and attached to the Department of State Archives and Records.

Officials, public employees, employees working at the Office of Records - Archives or Consultancy Room assisting the Department of Home Affairs to perform the state management function on documentation, archives at Historical Archives Centers of provinces, cities under central authority.

Officials working in documentation, archives at professional agencies of the provincial People's Committee and employees exclusively or concurrently responsible for documentation, archives work at state-owned enterprises established by the Chairman of the provincial People's Committee.

Officials making consultancy to perform the state management function on documentation, archives work at the district level.

Officials and public employees, employees exclusively or concurrently responsible for documentation, archives work at ministries, departments, institutions, Communist Party agencies, State agencies, Vietnam Fatherland Front, political - social organizations, public service providers; social organizations, professional social organizations; corporations, economic groups established by decision of the Prime Minister of the Government of Vietnam.

(2) Leaders of the Communist Party, State; leaders of ministries, departments, and agencies, Vietnam Fatherland Front, political - social organizations at the central level; leaders of provinces, cities under central authority; leaders of General Departments, Departments under ministries and central authorities; leaders of districts, urban districts, district-level towns, cities within provinces, cities under central authority who have made contributions to the construction and general development of the Ministry of Home Affairs or one of the sectors, fields under the management authority of the Ministry of Home Affairs.

(3) Individuals who are overseas Vietnamese, foreigners who have contributed to building and strengthening comprehensive friendly cooperation relationships with the Ministry of Home Affairs or one of the sectors, fields under the management authority of the Ministry of Home Affairs.

(4) Citizens who have made contributions to the construction and general development of the Ministry of Home Affairs or one of the sectors, fields under the management authority of the Ministry of Home Affairs.

(5) Other cases by decision of the Minister of Home Affairs.
