Eligibility for support for plant varieties and livestock seeds damaged by natural disasters in Vietnam

This is a noteworthy provision in Circular 187/2010/TT-BTC stipulating the mechanisms and policies to support plant varieties, livestock and aquaculture seeds to restore production in areas damaged by natural disasters and dangerous epidemics issued by the Ministry of Finance of Vietnam.

Article 4 Circular 187/2010/TT-BTC stipulates the eligibility for support funded from the state budget for plant varieties, livestock and aquaculture seeds to restore production in areas damaged by natural disasters and dangerous epidemics in Vietnam as follows:

- The area of plants, the area of aquaculture, and the number of livestock and poultry damaged by natural disasters and dangerous epidemics must be confirmed by the communal authorities, relevant state authorities, and related units as a basis for payment support.

+ For plants: Based on the damage report of the villages on the planting area (rice, corn, plants), the area of industrial plants, and perennial fruit trees damaged (detailed for each subject), the Chairman of the Commune People's Committee establishes an inspection council consisting of the communal authorities and the district's state authorities to make inspection records; simultaneously, summarizes the need for seed support to restore production and reports to the district-level People's Committee for appraisal as a basis for payment support according to regulations.

+ For livestock: Based on the damage report of the villages on the number of livestock and poultry damaged (detailed for each subject which has been compared with the initial production registration of farmers, farm owners, cooperatives, and production cooperatives in the livestock sector, by each type of livestock and poultry), the Chairman of the Commune People's Committee establishes an inspection council consisting of the communal authorities and the district's state authorities to make inspection records; summarizes the need for seed support to restore production and reports to the district-level People's Committee for appraisal as a basis for payment support according to regulations

+ For aquaculture: Based on the damage report on the area of aquaculture damaged (detailed for each subject which has been compared with the initial production registration of farmers, fishermen, farm owners, cooperatives, and production cooperatives in the aquaculture sector); the Chairman of the Commune People's Committee establishes an inspection council consisting of the communal authorities and the district's state authorities to make inspection records; summarizes the need for seed support to restore production and reports to the district-level People's Committee for appraisal as a basis for payment support according to regulations.

- Damage caused by natural disasters and dangerous epidemics occurring in each locality as a basis for seed, livestock, and aquaculture support must be included in the decision announcing the type of natural disaster, or epidemic by the competent authority.

- Determining the specific level of damage for each type of plant area, livestock, and aquaculture area according to the instructions of the Provincial People's Committee.

- Under the guidance of the Ministry of Agriculture and Rural Development and the actual situation in the locality, the Chairman of the Provincial People's Committee specifies the responsibilities of the participants in confirming the damage caused by natural disasters and dangerous epidemics.
