Eligibility conditions for operators of vehicles joining in road traffic in Vietnam from January 01, 2025

As of January 01, 2025, operators of vehicles joining in road traffic in Vietnam must meet the following conditions:

(1) operators of vehicles joining in road traffic in Vietnam must meet the age and health requirements as prescribed by law; possess a driving license that is valid and appropriate for the type of vehicle being operated, issued by the competent authority, except for the drivers of motorbikes as specified in Clause (4). When participating in road traffic, drivers must carry the following documents:

- Vehicle registration certificate or a certified copy of the vehicle registration certificate together with the original valid document confirming the mortgage of the vehicle at a credit institution or foreign bank branch;

- A driving license appropriate for the type of vehicle being operated;

- Certification of technical safety and environmental protection for motor vehicles as prescribed by law;

- Compulsory civil liability insurance of motor vehicle owners.

(2) Operators of specialized motorbikes participating in road traffic must meet the age and health requirements as prescribed by law; possess a valid and effective certificate or license appropriate for the specialized motorbike being operated; possess a driving license or a certificate of legal knowledge about road traffic. When participating in road traffic, operators of specialized motorbikes must carry the following documents:

- Vehicle registration certificate or a certified copy of the vehicle registration certificate together with the original valid Receipt from the credit institution or foreign bank branch in the case the vehicle is mortgaged at a credit institution or foreign bank branch;

- Certificate or license appropriate for the specialized motorbike;

- A driving license or a certificate of legal knowledge about road traffic;

- Certification of technical safety and environmental protection for the specialized motorbike as prescribed by law;

- Compulsory civil liability insurance as prescribed by law.

(3) In cases where the documents specified in Clauses (1) and (2) are integrated into the electronic identification account, presentation and inspection can be conducted through the electronic identification account.

(4) Drivers of motorbikes participating in road traffic must understand road traffic rules, have vehicle control skills, and meet the age and health conditions prescribed in Point a Clause 1 and Clause 2 Article 59 of the Law on road traffic order and safety 2024.

(5) Learner drivers of automobiles and those taking the driving test, when participating in road traffic, must practice on training or test routes, with a driving instructor or examiner in attendance. Driving instructors and examiners must carry the documents specified in Clause (1).

Regulations on age and health of operators of vehicles joining in road traffic in Vietnam from January 01, 2025

- The age of drivers and operators of specialized motorbikes is regulated as follows:

+ Persons aged 16 and above are allowed to drive motorbikes;

+ Persons aged 18 and above are eligible for a grade A1, A, B1, B, C1 driver's license, or a certificate of legal knowledge about road traffic to operate specialized motorbikes in traffic;

+ Persons aged 21 and above are eligible for a grade C, BE driver's license;

+ Persons aged 24 and above are eligible for a grade D1, D2, C1E, CE driver's license;

+ Persons aged 27 and above are eligible for a grade D, D1E, D2E, DE driver's license;

+ The maximum age for drivers of passenger cars (including buses) with over 29 seats (excluding the driver's seat), and sleeper buses is 57 years for men and 55 years for women.

- Persons operating vehicles in road traffic must ensure health conditions appropriate to the type of vehicle they are permitted to operate. The Minister of Health shall prescribe health standards, health examinations for drivers and operators of specialized motorbikes; periodic health examinations for professional drivers of automobiles; and build a database on the health of drivers and operators of specialized motorbikes.

- The Minister of National Defense and the Minister of Public Security (Hanoi, Vietnam) shall prescribe the age of drivers in the military and police forces serving defense and security duties.
