On June 12, 2024, the Minister, Head of the Government Office of Vietnam issued Decision 296/QD-VPCP, announcing two groups of electronic interconnected administrative procedures: Birth registration, permanent residence registration, issuance of health insurance cards for children under 6 years old; death registration, deregistration of permanent residence, settlement of funeral expenses, survivorship benefits.

The Electronic integrated procedures for death registration, deregistration of permanent residence, settlement of funeral expenses, survivorship benefits are as follows:

(1) Implementation Sequence

Step 1. The requester accesses the National Public Service Portal (at dichvucong.gov.vn) or through the VNeID application, selects the "Interconnected Public Services for Birth and Death Registration" section to submit online documents and pay the specified fees.

The requester can choose to carry out either two (02) interconnected administrative procedures (death registration, deregistration of permanent residence); three (03) administrative procedures (death registration, deregistration of permanent residence, settlement of funeral expenses); or four (04) administrative procedures (death registration, deregistration of permanent residence, settlement of funeral expenses, survivorship benefits). The interconnected public service software will adjust the content of the electronic declaration form and the required attached documents according to the linked contents selected by the requester to submit online documents as specified.

Step 2. The provincial-level administrative procedure resolution information system receives the death registration documents from the interconnected public service software; the notification for the result return appointment is sent to the requester via the National Public Service Portal, VNeID application, and SMS.

Step 3. Resolving the death registration documents

After the electronic death registration documents are transferred to the shared death registration and management software of the Ministry of Justice, the civil status official processes the death registration on the same working day on the Ministry’s shared death registration and management software. The resolution period is no more than three working days if verification is required.

Step 4. Resolving documents for terminating permanent residence registration and settling funeral expenses, survivorship benefits

After the electronic Extract of Death Certificate is issued, the shared death registration and management software of the Ministry of Justice automatically transfers the electronic Extract of Death Certificate to the interconnected public service software through the provincial-level administrative procedure resolution information system. The interconnected public service software finalizes the electronic documents (including forms, declarations submitted by the requester, electronic Extract of Death Certificate, and related document components) and sends them to:

- The residence management information system to carry out the deregistration of permanent residence on the same working day;

- The information systems of the Social Insurance sector or the Labor, Invalids and Social Affairs sector to resolve policies on funeral expenses and survivorship benefits.

The resolution period for burial support, survivorship benefits resolved by the Social Insurance authority is no more than eight working days; cessation of monthly survivorship benefits is no more than two working days from the receipt of electronic documents from the interconnected public service software.

The resolution period for funeral expenses support by the Labor, Invalids and Social Affairs authority is no more than five working days from the receipt of electronic documents from the interconnected public service software.

The period for resolving burial support, survivorship benefits for people with meritorious service by the Labor, Invalids and Social Affairs authority is no more than seventeen working days from the receipt of electronic documents from the interconnected public service software;

Note: The confirmation period of relatives through the VNeID application is no more than five working days and is not counted in the administrative procedure resolution time.

(2) Dossier Components

Dossier for interconnected administrative procedures for death registration; deregistration of permanent residence, settlement of funeral expenses, survivorship benefits resolved by the social insurance agency

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of burial support includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted following civil status laws.

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of one-time burial support, and survivorship benefits includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted according to civil status laws.

+ Information confirming the agreement of relatives to designate a representative to receive the one-time death benefit through the VNeID application or attach the electronic declaration on the designation of a representative to receive the one-time death benefit as guided by Vietnam Social Security.

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of one-time burial support, and survivorship benefits includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted following civil status laws.

+ In case relatives include adult children or spouses under the age of 55 (for women) or 60 (for men), or the parents of such spouses, or other family members under the age of 60 (for men) or 55 (for women) who are financially dependent as stipulated by marriage and family laws, the following components must be attached: (i) Electronic copy of the Medical Assessment Committee's document certifying a 81% or higher reduction in labor capacity, or equivalent disability certification; (ii) Bills and receipts for the costs of medical assessment, detailing the assessment contents if payment is required.

If the above components are in paper form, they must be digitized according to Decree 107/2021/ND-CP of the Government of Vietnam.

Dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of funeral expenses, survivorship benefits resolved by the labor, invalids, and social affairs agency

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of burial support includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted following civil status laws.

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, support of burial costs for social protection beneficiaries includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted following civil status laws.

+ In case of death of an individual 80 years or older receiving monthly survivorship benefits, an electronic copy of the Decision to stop the monthly survivorship benefits must be supplemented. This document is transferred by the Social Insurance system to the interconnected public service software.

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, settlement of one-time survivorship benefits, and funeral support includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted according to civil status laws.

+ Information confirming the agreement of relatives to designate a representative to receive the one-time death benefit through the VNeID application or attach an electronic copy of the document designating the representative to receive the one-time death benefit as stipulated.

- The dossier for interconnected administrative procedures for death registration, deregistration of permanent residence, regular death benefit settlement includes the following components:

+ Electronic declaration (according to Form No. 02 issued with Decree 63/2024/ND-CP).

+ Digitally signed electronic data of the Death Notice automatically shared from the medical facility with the interconnected public service software. If the Death Notice is unavailable, substitute documents must be submitted according to civil status laws.

+ Information confirming the agreement of relatives recognizing the person of merit who fostered the martyr through the VNeID application or attach an electronic copy of the relatives’ agreement document confirming this recognition.

+ In case the relative is a child who is 18 years or older and is studying, attach an electronic copy of the confirmation letter from the educational institution or a copy of the High School Diploma if studying at a vocational or higher education institution, or confirmation from the high school education institution on the end date of the study.

+ In case the relative is living alone without relatives or is an orphan, the commune-level People's Committee is responsible for completing the confirmation of living alone or orphanhood.

+ In case the relative is a child of a person of merit with the revolution who is 18 years or older and severely or specially disabled without a monthly income or with a monthly income lower than 0.6 times the standard level, attach disability verification according to the Disability Law and income verification as per current regulations. If the child aged 18 or older has severe or special disabilities from a young age, attach a disability verification according to the Disability Law 2010.

If the above components are in paper form, they must be digitized according to Decree 107/2021/ND-CP of the Government of Vietnam.
