Electrical Devices That Must Be Labeled for Energy Efficiency and the Implementation Roadmap

Current legislation mandates energy labeling for certain electrical equipment and strictly prohibits the import, manufacture, and trading of devices with low energy efficiency.

To be specific, in Decision 04/2017/QD-TTg, there are regulations on the list of devices and the schedule for mandatory energy labeling for devices as follows:

Household and industrial equipment group

- Mandatory energy labeling is required for the following devices: Straight tube fluorescent lamps, compact fluorescent lamps, magnetic and electronic ballasts for fluorescent lamps, air conditioners, rice cookers, electric fans, refrigerators, horizontal drum washing machines, vertical drum washing machines, televisions, three-phase distribution transformers, and electric motors;

- For products such as LED lamps, hot water tanks with storage: Voluntary energy labeling until December 31, 2019, and mandatory energy labeling from January 1, 2020.

Office and commercial equipment group

- Mandatory energy labeling is required for commercial refrigeration units;

- Voluntary energy labeling for: Photocopy machines, computer monitors, and printers;

- For laptops: Voluntary energy labeling until December 31, 2019, and mandatory energy labeling from January 1, 2020.

Transportation equipment group (newly manufactured, assembled, and imported)

- Mandatory energy labeling is required for passenger cars with up to 7 seats;

- Mandatory energy labeling for passenger cars with more than 7 to 9 seats from January 1, 2018;

- For motorcycles and mopeds: Voluntary energy labeling until December 31, 2019, and mandatory energy labeling from January 1, 2020.

Additionally, on May 18, 2018, the Prime Minister issued Decision 24/2018/QD-TTg, which includes an Appendix listing electrical devices prohibited from importation, production, and business (devices that do not meet the minimum energy performance standards specified in the National Standards (TCVN)), exemplified by several products prohibited from importation and business from July 10, 2020 such as:

- Household equipment group: Compact fluorescent lamps (TCVN 7896:2015), electric fans (TCVN 7826:2015), refrigerators and freezers (TCVN 7828:2013),...;

- Office and commercial equipment group: Computer monitors (TCVN 9508:2012), photocopy machines (TCVN 9510:2012), printers (TCVN 9509:2012),...;

- Industrial equipment group: Three-phase squirrel-cage asynchronous electric motors (TCVN 7540-1:2013), distribution transformers (TCVN 8525:2015), boilers in industrial plants.
