Election, Exemption, and Dismissal Procedures for Village Chiefs and Heads of Residential Groups

Circular 14/2018/TT-BNV has been issued by the Minister of Home Affairs to amend and supplement certain provisions of Circular 04/2012/TT-BNV providing guidance on the organization and activities of hamlets and residential groups. This document takes effect from January 20, 2019.

The election, dismissal, and removal of Village Heads and Neighborhood Group Leaders are conducted according to the following procedures:

- The neighborhood group nominates a list to the Village, Neighborhood Group Assembly; at this assembly, voters in the village or neighborhood group can self-nominate or nominate others.- The commune-level People's Committee decides to recognize the Village Head or Neighborhood Group Leader.- The procedures for the election, dismissal, and removal of Village Heads and Neighborhood Group Leaders are conducted according to Chapter 2 of Joint Resolution 09/2008/NQLT-CP-UBTWMTTQVN.

Note:

- The term for Village Heads and Neighborhood Group Leaders is 2.5 years or 05 years as uniformly stipulated by the provincial-level People's Committee.- The term of the Deputy Village Head and Deputy Neighborhood Group Leader follows the term of the Village Head and Neighborhood Group Leader.
