The credit transfer between educational levels in vocational education under formal education and part-time education forms include: Credit transfer between the elementary level and the intermediate level, and credit transfer between the intermediate level and the college level.
This is the content of Circular 27/2017/TT-BLDTBXH which regulates inter-level training in vocational education, recently promulgated by the Ministry of Labour, Invalids and Social Affairs.
Students enrolled in inter-level training in the formal education mode will be awarded a diploma that specifies the mode as formal education; students enrolled in inter-level training in the work-study mode will be awarded a diploma that specifies the mode as work-study.
Regarding eligible subjects, Circular 27/2017/TT-BLDTBXH stipulates admission for intermediate level inter-level training: Persons holding primary or primary vocational certificates in the same field and having a secondary school diploma or higher; persons holding an intermediate, intermediate vocational, or professional intermediate diploma who wish to enroll in inter-level training to obtain a second intermediate diploma.
Admission for college-level inter-level training: Persons holding an intermediate diploma in the same field and a high school diploma or equivalent; persons holding an intermediate diploma but not a high school diploma must ensure they have studied and passed the required high school cultural knowledge according to the regulations of the Ministry of Education and Training.
Additionally, persons holding a college or vocational college diploma who wish to pursue inter-level training to obtain a second college diploma may also enroll in this training system.
Regarding the training duration, Circular 27/2017/TT-BLDTBXH stipulates determination based on the volume of knowledge and skills prescribed for each program according to each level and training mode.
The duration of inter-level training by academic year between intermediate and college level ranges from one (1) to two (2) academic years depending on the field of study for those holding an intermediate diploma in the same field.
The duration of inter-level training by module accumulation or credits between levels in vocational education is the time required for the student to accumulate sufficient modules or credits for each training program.
Simultaneously, the principal of the school specifies the training duration for each field and each student subject.
Circular 27/2017/TT-BLDTBXH applies to intermediate schools, colleges, and higher education institutions registered to provide college level training (hereinafter referred to as schools).
Circular 27/2017/TT-BLDTBXH takes effect from November 5, 2017.
Diploma and Transcript
Circular 27/2017/TT-BLDTBXH stipulates: Students enrolled in inter-level training in the formal education mode will be awarded a diploma that specifies the mode as formal education; students enrolled in inter-level training in the work-study mode will be awarded a diploma that specifies the mode as work-study.
The transcript of the student must clearly and fully record the learning outcomes along with the credits of the subjects, modules during the inter-level training period and other recognized subjects, modules.
