On October 5, 2020, the Ministry of Education and Training issued Circular 37/2020/TT-BGDDT regulating the organization, use of electronic mail, and electronic information portals at educational institutions, education and training departments, and educational institutions in Vietnam.

Article 4 of Circular 37/2020/TT-BGDDT stipulates that email is a method used to exchange electronic information for work purposes within educational management agencies and educational institutions. Educational management agencies and educational institutions must publicize their email addresses (including on the electronic information portal) to receive information exchanges and feedback from organizations and individuals in society in Vietnam.
Heads of units are responsible for providing free email accounts to officials and public employees, workers, and departments they manage; Providing to subordinate and affiliated units in accordance with actual conditions and requirements. The heads of units in Vietnam must issue regulations on the management, operation, and use of emails to include at least the following content:
- Regulations on the provision and administration of emails;
- Regulations on the use of emails in work transactions;
- Workflow processing via the email system (including daily information checking and handling);-
Regulations on the responsibilities of units and individuals in establishing, maintaining, using, and securing personal and unit email accounts.
Additionally, the Ministry of Education and Training establishes email groups used to send information to the Departments of Education and Training, including:
- The email group of directors of the Departments of Education and Training: Giamdocso@moet.gov.vn
- The email group of clerical departments of the Departments of Education and Training: Vanthuso@moet.gov.vn
The Departments of Education and Training are responsible for registering with the Ministry of Education and Training (via the email of the Information Technology Department CucCNTT@moet.gov.vn) to update the email addresses of the directors and clerical departments of the Departments of Education and Training into the aforementioned email groups. Educational management agencies should establish shared email groups to serve work purposes that are in line with actual conditions and needs.
