This is a notable provision in Circular 07/2020/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs, which stipulates the development, appraisal, and issuance of economic - technical norms for training applied in the field of vocational education in Vietnam, issued on October 12, 2020.

To be specific, Article 4 of Circular 07/2020/TT-BLDTBXH stipulates the objectives for developing and promulgating economic - technical norms as follows:
- Serving as a basis for determining costs in vocational education activities to enhance efficiency, save resources, and be effective.
- Serving as a basis for developing and implementing plans, managing economics, finances, and quality in vocational education activities.
- Promoting private investment in the field of vocational education, creating an equal operational environment between public and non-public vocational education institutions.
Additionally, according to Article 5 of Circular 07/2020/TT-BLDTBXH, the principles for developing economic - technical norms are stipulated as follows:
- Ensuring accuracy and sufficiency to complete training for learners to achieve the criteria, standards, and quality as per current regulations.
- Ensuring advanced, stable, unified medium levels and inheriting previous economic - technical norms.
Note: The basis for developing economic - technical norms includes:
- Regulations on the minimum volume of knowledge and competency requirements that learners achieve after graduation; national occupational skill standards; training programs. Depending on the industry, vocational training level, the organizing agency may choose one or several of these bases to build economic - technical norms.
- Vietnam National Qualifications Framework (VNQF).
- Current legal regulations on the working policies of vocational educators.- Actual operational conditions of vocational education institutions.
- Annual statistical data and related documents.
- Current standards and regulations on design and construction.
