On December 15, 2023, the Minister of Agriculture and Rural Development issued Circular 21/2023/TT-BNNPTNT regulating a number of economic and technical norms on Forestry.
(1) Economic - technical norms for planting 01 hectare of forest on mountainous land:
- Applicable conditions: coefficient 1.0 for group 2 soil conditions; broken vegetation group 2; travel distance of 1-2 km; slope of 20°-25°;
- Technical measures applied: Comprehensive treatment of vegetation; Planting density is 1,660 trees/ha; Dig hole size: 40×40×40 cm; Fertilize the first 3 years at 0.2 kg/tree (priming fertilizer along with filling the hole; fertilizing the next 2 years along with cultivating the roots); Anti-termite spray sprayed in the first year: 0.01 kg/tree; Care for 3 years, 2 times a year: Planting and care; tilling and cultivating the roots; tilling diameter ≤ 0.8 m;
- Essential supplies, including: 1,826 seedlings (first planting 1,660 trees, replanting in the first year 10% × 1,660 trees); NPK fertilizer 996 kg, anti-termite medicine 16.6 kg. In which, the first year: 1,826 seedlings, 332 kg of NPK fertilizer, 16.6 kg of anti-termite medicine; the second year: NPK fertilizer 332 kg; third year: NPK fertilizer 332 kg;
- Other supplies: 5% of value compared to essential supplies;
- Labor:
+ Direct workers: Total 297 workers. Of which, the first year had 129 merits; second year 59 merits; third year 58 merits; from the fourth to the tenth year 51 merits;
+ Indirect labor: 37 workers. In particular, prepare 7 cost estimate design documents; management, supervision, technical direction, and acceptance of 30 jobs.
Details of work steps and norms are as prescribed in Table 1, Part I, Appendix I issued with Circular 21/2023/TT-BNNPTNT.
(2) Economic - technical norms for planting 01 ha of mangrove forest:
- Applicable conditions: coefficient 1.0 for growing conditions group 2; travel distance 0.5–1.0 km;
- Technical measures applied: Planting density: 4,400 trees/ha; hoe hole size: 40×40×40 cm; Install stakes to support 1 stake/tree. 5-year care: Re-install stakes, remove weeds from the trees, straighten fallen or tilted trees, tie trees according to design, and clean up the scene;
- Essential materials, including: 5,940 seedlings (15% for replanting in the first year, 10% in the second year, and 10% in the third year), 4,400 tree support stakes. In which: Year 1: 5,060 seedlings, 4,400 tree support stakes; Second year: 440 seedlings; third year: 440 seedlings;
- Other supplies: 5% of value compared to essential supplies;
- Labor:
+ Direct workers: total of 328 workers. Of which, first year: 160 credits; second year: 52 merits; third year: 37 merits; fourth year: 22 merits; fifth year: 22 merits; from the sixth year to the tenth year: 35 merits;
+ Indirect labor: 40 people, of which: creating estimated design documents 7 people; management, supervision, technical direction, and acceptance of 33 jobs;
Details of work steps and norms are as prescribed in Table 2, Part I, Appendix I issued with Circular 21/2023/TT-BNNPTNT.
(3) When changing the content specified in (1) and (2), apply the adjustment coefficient according to the table regulating the K coefficient in Section A.I, Part II, Appendix I and the level boxes in Section B, Part II, Appendix I issued with Circular 21/2023/TT-BNNPTNT to prepare designs and estimates.

- Based on the specific conditions of each site, technical measures, travel distance, and forest type, the adjustment coefficient (K) is applied to calculate the necessary labor cost for each work item when designing, estimating, planning, and organizing implementation.
- The application of economic and technical norms complies with the requirements specified in the standards, regulations, technical instructions, and implementation procedures issued by competent state agencies.
- Official development assistance (ODA) programs and projects, scientific research, and seed development are applied according to estimates approved by competent authorities.

- The regulations on salary coefficients for each position and job step in Circular 21/2023/TT-BNNPTNT are the average salary coefficients; Specific salary coefficients for workers performing work steps are arranged depending on the nature of each task or project and are entitled to the average salary coefficient of those work steps.

Part I, part III, part IV, and part V of the Appendix issued together with Decision 38/2005/QD-BNN dated July 6, 2005 will expire on February 1, 2024.
