On October 9, 2017, the Ministry of Agriculture and Rural Development promulgated Circular 19/2017/TT-BNNPTNT specifying the economic and technical norms and expenditure levels for implementing poverty reduction projects.

Circular 18 specifies the economic and technical norms and expenditure levels for implementing the project as follows:

- Projects supporting the development of production and projects expanding poverty reduction models in agriculture, forestry, fisheries, and salt production, as well as trades and services, shall apply the economic and technical norms issued by the competent authority and conform to the conditions, characteristics, scale, and nature of each project. Participants in the project are supported with part or all types of plant varieties, livestock, materials, machinery tools, equipment, production raw materials, plant protection drugs, veterinary drugs, and technical training according to those economic and technical norms.- The content and expenditure levels for projects supporting production development, diversifying livelihoods, and expanding poverty reduction models shall apply following legal regulations.
